Procurement Manager


Purpose of the job:
Is the sourcing representative of the Site as member of the

Site Management Committee:

relays to Sourcing/Site any information or decision that could impact respective activities such as organisational changes, supplier difficulties, local/central instructions, Make or Buy decisions.

Acts as a facilitator between Sourcing Function and Site operational members

Is the Sourcing accountable for Project execution and Tender commitment

ACCOUNTABILITIES & AUTHORITIES


Team management and development:

  • Manage headcount and staffing
  • Manage local sourcing team in close link with central sourcing (CM, PLSD, Domain Director, Methods & Tools)
  • Monitor local sourcing team workload and process to arbitration
  • Develop team competences
  • Promoting the Alstom Code of Ethics and adhering to the highest standards of ethical conduct.

Sourcing performance:

  • Challenge central sourcing (CM, PLSD, Domain Director) to secure project execution and profitability in escalation phase
  • Promoting the Alstom Code of Ethics and adhering to the highest standards of ethical conduct.
  • Provide to central sourcing site input to impact commodity strategies
  • Ensure the Supplier Panel Compliancy (Target Panel defined by CM)
  • Share with CM, PLSD and Project Director risk analysis on commodities strategies deployment on coming tenders. Share and follow with CM & PLSD common mitigation plan to secure future business award is in line with commodity strategies (CM leader)
  • Secure continous improvement within whole local sourcing team (SMART)
  • Manage Supplier Local QCD performances and Perfom regular (min. Monthly) supplier QCD performance, solves major issues and secure objectives achievement

Sourcing Tender commitment:

  • Support, challenge and validate TSM in tender management (Local and Global Commodities)
  • Support, challenge and validate Sourcing commitments for Local Commodities

Project execution and profitability:

  • Support local sourcing team to face commercial and contractual negotiation during project execution phase
  • Challenge site management committee member to secure project execution and profitability
  • Track sourcing performance in project and issue action plan in case of deviation
  • Analyse risks and sets appropriate mitigation plan
  • Formalize and share REX on main issues
  • Support SSM and PRSM on project gate review completion (in particular FAI Go on time)
  • Secure OTD Go Order and PO placed on time

Operationnal excellence & Cash focus:

  • Support supply chain to monitor and secure raw material inventory and OTIF objectives
  • Support quality on NCR traitement and improvement, CONQ S1 management
  • Support accounting departement to aligne on invoice accouting and payable days
  • Actively participate on industrial continous improvement
EXPERIENCE PREREQUISITES & REQUIRED COMPETENCES

  • Business School and MASTER in Purchasing
  • 15 years of experience in sourcing, project and operation
  • Sourcing professional background (at least 10 years)
  • Strong management experience of large multicultural team(at least 7 years)
  • Fluent English with international mindset
  • Agile with data analytics and Business Intelligence concept
  • Capacity to transmit, coach and train others
  • Focused on continuous improvement & efficiency
  • Strong presentation and editorial skills
  • Leadership, communication, internal and external influencing skills,
  • Team management, negotiation, strategic vision,
  • Project management, industrial background, quality and supply chain background, Finance Project
