Position Summary:


Collaborating in a team environment, the H&S/Employee Relations Supervisor leads the development of the corporate health and safety program and integrated human resources service delivery functions in alignment with corporate strategies, plans and priorities.

Joining forces with internal and external stakeholders, they will build positive working relationships that are mutually beneficial and contribute to fostering a healthy workplace, strong safety culture and on-going compliance with applicable legislation.

Providing technical expertise with a focus on quality customer service and continuous improvement will position the Supervisor well to promote the desired culture of safety and respect at the Counties'.


Qualifications:


Education, Certification & Licenses

  • Postsecondary college diploma or university degree (34 years) in Human Resources, Health and Safety, Business Administration, or related field is required.
  • Level II Occupational Health & Safety Committee Certification required or willingness to obtain within one (1) year of date of hire.
  • Related training such as Critical Incident Stress Management and Mental Health First Aid are considered assets.
  • Maintain a satisfactory vulnerable sector criminal record check.
  • The possession and maintenance of a valid driver's license and access to a vehicle is required.

Experience

  • Five (5) years of relevant and progressive experience in a unionized environment with a focus on both human resources and health and safety is required, additional minimum of one (1) year of supervisory experience is an asset. An equivalent combination of education and experience will be considered.
  • Experience with coordinating occupational health & safety programs across a diverse organization including internal responsibility systems and development of policies and practices to support a proactive safety culture.
  • Experience handling confidential and sensitive matters relating to areas such as bullying and harassment or disability and accommodation is required.

Knowledge, Skills, Abilities & Competencies

  • Demonstrated knowledge and expertise in workplace mental health programs and the National
Standard of Canada for Psychological Health and Safety in the workplace.

  • Knowledge of training methods including adult learning principles.
  • Team oriented with proven capability to foster the desired organizational culture and outcomes through a consultative, collaborative approach.
  • Excellent interpersonal and relationship management skills combined with a customer service orientation.
  • Welldeveloped written and oral communication skills and ability to listen intently and inquire into situations.
  • Ability to motivate and lead staff.
  • Proven analytical and decisionmaking skills to examine specialized and broad problems and develop solutions and/or to address confidential and sensitive issues.
  • Ability to effectively plan, coordinate, prioritize and execute tasks in a highpressure environment.
  • Ability to conduct research into legislative or policy changes and to present ideas in a professional manner while adapting messaging to diverse employee groups.
  • Highly selfmotivated/directed using initiative and independent thinking to respond to variables.
  • Keen attention to detail for a role where quality assurance is important.
  • Demonstrate integrity and discretion and safeguard confidential information.
  • Technologically proficient with MS Office Suite and Familiarity of Human Resources Information Systems.

SUMMARY OF POSITION RESPONSIBILITITES:


Activity 1:
Health and Safety Program Development (approximately 30%)


  • Implement and promote corporate health and safety programs, policies and practices/trends to ensure a healthy workplace, strong safety culture and ongoing compliance with applicable legislation.
  • Review HR analytics to identify workplace health and safety trends; drive ongoing development of the health and safety program/training.
  • Advise staff and Senior Management Team on workplace health and safety issues and obligations.
  • Perform as designated Health and Safety Coordinator, main contact to the Ministry of Labour, and actively interact with the Joint Health and Safety Committee(s).
  • Provide support to supervisors and managers in conducting critical incident investigations, review accident investigation reports to determine contributing factors, patterns or trends, make recommendations to reduce likelihood of recurrence and monitor follow up on corrective actions when necessary.
