POSITION PURPOSE


Reporting to the Manager Water and Wastewater Infrastructure Data and Analytics, is responsible for the planning, implementation and evaluation of projects as part of linear infrastructure condition assessment programs, including project management services for assessing, prioritizing and implementing multi-year strategic plans, measuring, monitoring and optimizing system performance, leading studies and risk mitigation for water and wastewater linear infrastructure; planning, organizing, and coordinating with projects teams and local municipalities; integrating data and findings across department.


MAJOR RESPONSIBILITIES

  • Manages the delivery of projects in compliance with Region's requirements and program management as applicable.
  • Leads water and wastewater engineering technical analysis and provides recommendations related to development, operational changes, asset management and other risks related to the system performance and capacity.
  • Prepares detailed estimates of project costs and assist with capital forecasts and reports.
  • Participates in branch planning and strategic initiatives for service improvements.
  • Participates in the development and maintenance of procedures, guidelines and templates.
  • Assists with the preparation of the 10year capital plan.
  • Supervises staff including recruitment, selection, hiring, scheduling assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Ensures that operating staff work in a safe manner and utilize all required health and safety equipment and protective devices, and following all measures and procedures as required by the Occupational Health and Safety Act and Regional Policy.
  • Conforms to Quality control and Quality Assurance program for project management services.
  • Conforms to design guidelines and standards for capital infrastructure.
  • Maintains effective working relationships with stakeholders including public, Council, developers, consultants, contractors, suppliers, other municipalities and Region staff.
  • Proactively develops relationships with stakeholders including the consultant industry.
  • Participates in Division/Branch and Departmental objectives.

QUALIFICATIONS

  • Successful completion of a University Degree in Engineering or approved related Engineering field.
  • Must be registered as a Professional Engineer (P.Eng) with the Professional Engineers Ontario.
  • Minimum of five (5) years' experience (inclusive of E.I.T. experience) in any aspect of municipal water and wastewater services, including development approvals, asset management, process optimization, design or construction activities and a minimum of 2 (two) years of direct supervisory experience.
  • Experience in the development planning, approvals, design, construction and operating processes of municipal infrastructure including administrative/operational experience in the municipal infrastructure industry (e.g. Water/Wastewater).
  • Experience with all applicable legislation and regulatory guidelines associated with municipal water and wastewater services.
  • Demonstrated ability in the Region's leadership and core competencies.
  • Staff supervisory skills including knowledge of collective agreement administration and interpretation, labour relations principles and practices, and relevant employment legislation.
  • Demonstrated project management skills to lead a project or work group including consultants/ contractors and oversee construction contracts, organize numerous tasks, set priorities and meet deadlines and budgets.
  • Ability to negotiate/facilitate and present information and consult with varied audiences.
  • Valid Ontario Class "G" driver's license free of serious offences under the Highway Traffic Act.
