Cad Rail has other facilities in Calgary, Lethbridge (under Caltrax banner) and has recently been selected by the ONxpress Transportation Partners association to provide all legacy fleet maintenance services for the Metrolinx rail fleet of approximately 1000 bi-level coaches and 90 locomotives.

Cad rail's delivery team will operate and maintain Metrolinx's rail maintenance facilities in Etobicoke and Whitby, as well as in multiple overnight along with mid-day light servicing facilities located across the Metrolinx train service area.


Summary of the role:


The Procurement Manager will be responsible for leading and taking the onus on all aspects of activities related to the procurement for Metrolinx's Legacy Fleet Maintenance operations.

Reporting to the VP of Supply Chain will be accountable for leading our procurement team.

Smoothing out the purchasing process from selecting suppliers, ensuring stock optimization and providing guidance on sourcing and procurement processes to ensure the process is seamless.


The Procurement Manager will be an expert in regard to supply chain and logistics, specializing in implementing cost-effective purchases of all goods and services, as required by CAD Railway.

In additional, ensuring quality control and adherence to the company's policies and procedures on supply chain management will be some of your main priorities in this role.


Core Accountabilities:


  • Developing procurement strategies that are inventive and costeffective.
  • Sourcing and engaging reliable suppliers and vendors.
  • Negotiating with suppliers and vendors to secure advantageous terms.
  • Reviewing existing contracts with suppliers and vendors to ensure ongoing feasibility.
  • Building and maintaining longterm relationships with vendors and suppliers.
  • Approving purchase orders and organizing and confirming delivery of goods and services.
  • Performing risk assessments on potential contracts and agreements.
  • Controlling the procurement budget and promoting a culture of longterm savings on procurement costs.
  • Overseeing and managing the IT systems that track shipments, inventory, and the supply of goods.
  • Preparing procurement reports
  • Benchmark purchaserelated procedures and figures, create bestcase solutions and measures that will generate continuous improvement
  • Derive targets and objectives based on market situations to help measure, and control results
  • Consider applicable laws and regulations to ensure the procurement process is subsequent to guarantee an economically successful and efficient operation
  • Assess risks and market conditions with the intention of proactive actions in place for the business, to prevent damage or complications
  • Manages all purchase orders and creates adjustments if necessary
  • Ensure continuity of raw material supply which supports production schedules and balances and certify achieved inventory targets
  • Scrutinize inventory levels to manage excess or obsolete material
  • Observe prompt supplier deliveries, inventory turns, system execution, PPV, leadtime reduction, supplier performance and cost analysis
  • May perhaps negotiate foremost contracts encompassing larger amounts of money

Qualifications:


  • Railway transit or passenger transportation industry experience is required
  • Bachelor's degree in supply chain management, logistics, or business administration
  • Proven experience managing supply chain operations
  • Experience using supply chain management software and tools, including Oracle, SAP Ariba, and/or Envision
  • Indepth knowledge of preparing and reviewing contracts, invoicing, and negotiation terms.
  • Proficient in Microsoft Office Suite (Word, Excel, Outlook, and Access).
  • Strong management and leadership skills
  • Multitasking and timemanagement skills, with the ability to prioritize tasks
  • Highly organized and detailoriented
  • Excellent analytical and problemsolving skills
  • Knowledge of sourcing and procurement techniques
  • Talent in negotiations and networking
  • Good knowledge of supplier or thirdparty management software
  • Aptitude in decisionmaking and working with numbers
  • Experience in collecting and analyzing data
