The Policy & Legislation Division provides policy analysis and advice to the Minister of Finance, Cabinet, the Deputy Minister of Finance, and other senior government officials.

The Division is responsible for tax policy, intergovernmental fiscal relations, providing strategic oversight of BC Assessment, administering the annual Property Assessment Review Panel process, financial and corporate sector policy and data analytics, and directs the implementation of related government decisions through development and preparation of legislation.


The Tax Policy Branch (TPB) provides tax policy analysis, advice and recommendations to the Minister of Finance and senior ministry officials.

The branch is responsible for matters concerning Indigenous, income and consumption taxation in BC, as well as strategic initiatives related to revenue.

TPB is responsible for maintaining the provincial tax base, which accounts for almost half of all government revenues, and plays a key role in the budget process.

The branch reviews issues, provides advice and recommendations to the Minister, assists with preparing budget documents, and implements budget decisions through legislation and regulations.

The branch also supports the coordination of tax policy with other levels of government and other ministries.


The Income Tax Unit provides advice, analysis and recommendations related to the Income Tax Act, including issues related to tax revenue as well as tax expenditures, including personal tax credits (including family tax benefits and the climate action tax credit, among others) and corporate tax credits (including film tax credits, interactive digital media tax credit, mining tax incentives and the scientific research and experimental development tax credit, among others).

The Income Tax Unit also provides advice and recommendations related to the Employer Health Tax Act, Insurance Premium Tax Act, Logging Tax Act, Probate Fee Act and the Canada-B.C.

Tax Collection Agreement, which sets out B.C.'s relationship with the federal government for income tax administration.


The Strategic Advisors identify and analyze tax policy issues, develop policy options, evaluate implications and provide high quality and comprehensive and objective advice and recommendations to the Minister of Finance and senior management.

They must ensure advice is based on sound research and analysis and that government policy decisions are accurately implemented through legislation, regulations, and negotiated agreements.


The Strategic Advisors require a thorough understanding of the legislative process and how relevant legislation is applied, require knowledge of various provincial taxes and have the ability to evaluate potential changes to the tax system using tax policy principles.

Strategic Advisors must also be able to identify the implications of policy decisions for a diverse range of stakeholders, including provincial or local government agencies, business or investment community, First Nations, and other interest groups.


The Strategic Advisors must establish and maintain strong working relationships with a variety of stakeholders, including other provincial ministries, outside interest groups, and other levels of government.

Strategic Advisors are responsible for preparing written material for and participating in verbal briefings for the Minister and other senior management officials and work with considerable independence to lead major projects and project teams.


Job Requirements:


  • Postsecondary degree in a relevant discipline (including but not limited to: economics, law, finance, commerce, public administration).
  • An equivalent combination of education and experience may be considered.
  • Minimum two (2) years' experience conducting policy analysis, including identifying options and evaluating implications of potential changes.
  • Experience providing advice and recommendations to senior staff in both written and verbal form.
  • Experience conducting research and analysis.

Preference may be given to applicants with:

  • More than 5 years' experience conducting public policy analysis, including identifying options and evaluating implications of potential changes.
  • Graduate degree in a related discipline.
  • Tax policy experience.
