JOB SUMMARY


Responsible for ensuring that City of Markham facilities/properties are effectively and efficiently maintained including managing operating budgets, tenants, capital projects, and long-term planning related to assigned properties.


This position will coordinate day to day operating and maintenance of a number of City facilities/properties including residential and commercial rental facilities and its tenants.

This position will also participate in long-term planning and manage life cycle capital projects of assigned facilities.

Typical responsibilities of this position will include responding to service requests, documentation, financial and maintenance planning, consultant/contractor/vendor management, budget preparation, cost control, prepare and administer maintenance contracts, dispute resolution, troubleshooting, communications, public relations, negotiation and maintain a Health and Safety environment.

Position may require working outside normal business hours.


KEY DUTIES AND RESPONSIBILITIES

  • Responding to service requests through City's ACR/Work Order System
  • Manage various capital projects and associated capital budgets
  • Coordinate and work with City staff / stakeholders from concept to final completion of the project or facility
  • Preparation and coordination of quotations, RFP, and tender documents and evaluation of bids received
  • Manage consultants and general contractors
  • Manage residential and commercial tenants
  • Conduct site visits and inspections, conduct deficiency and final inspections and final sign off
  • Conduct site visits for rent cheque collection or any other on demand needs
  • Monitor project progress (schedule control), process invoices (cost control). Use Eclipse to track project progress and financial information.
  • Ensure that all projects comply with established legal regulations
  • Maintain accurate records and ensure total compliance with established health regulations and industry standards
  • Prepare, monitor, coordinate multiple City wide service/maintenance contracts
  • Establish and manage preventive maintenance procedures and processes
  • Provide facility maintenance management for assigned AM facilities
  • Conduct consultation with staff, senior management, members of Council, members of the public/stakeholders
  • Ensure a high level of customer satisfaction through delivering projects on time and within budget
  • Ensure integration with Facility Management software and adopt systems to minimize maintenance and increase life cycle
  • Preparation of reports and presentation materials
  • Establish and maintain the operating budget for the Maintenance section of Asset Management
  • Participate in activities related to long term planning related to facility maintenance

REQUIRED SKILLS & COMPETENCIES

  • Minimum College diploma in a related technical field.
    Higher education in engineering or technical field would be an asset
  • At least 5 to 7 years of facility maintenance management experience and project management
  • Experience and/or certification on property management would be an asset
  • PMP, P.Eng. Designations would be assets.
  • Experience in Municipal government.
  • Facility training for fall arrest, scissor lift, working at heights
    .
