    Introduction

    The Department of Finance is looking for two qualified individuals to fill the positions of Accounting Managers (FI2) within the Central Finance Division and Financial, Accounting Shared Services Branch.

  • Qualifications: Essential:
  • Post-secondary education in Business, Commerce, Finance, or another related field. An equivalent combination of education, training and related experience may be considered.
  • Experience applying the Generally Accepted Accounting Principles (GAAP) and Government accounting principles, including accrual accounting practices, as well as internal controls.
  • Experience interpreting and applying financial and administrative policies, systems, and procedures, including The Financial Administration Act; Financial Administration Manual, Financial Coding and Reporting Structure, the General Manual of Administration, and the Procurement Administration Manual.
  • Experience with accounts payable, accounts receivable, and accounting coordination.
  • Experience with the SAP financial management system with respect to all accounting transactions, procurement, and reporting.
  • Experience supervising, leading staff or project teams lead.
  • Excellent problem solving skills to research, analyze, and translate problems and proposals into advice and recommendations for staff and senior management.
  • Effective verbal communication skills with the ability to communicate information to all levels of the team & organization.
  • Strong written communication skills with the ability to write various documents and reports at a professional level.
  • Strong organizational and time management skills with the ability to prioritize and delegate work in a deadline driven environment.
  • Knowledge of Government's budget process.
  • Experience liaising with program area leadership and divisional analysts to ensure that budgetary funds are available for payables when budget shortfalls are identified with the ability to generate recommendations to present to client leadership outlining the various funding options.
  • Duties: Reporting to the Manager of Accounting Services, the Accounting Manager is responsible for the efficient and effective supervision of unit operations, ensuring appropriate assignment of resources within the unit, and coaching, training and motivating staff to meet unit/branch objectives. The Accounting Manager ensures the integrity of the department accounting systems while ensuring adherence to generally accepted accounting principles, public sector accounting standards and Province of Manitoba policies and guidelines. Responsible for implementing procedures, best practices, and controls within the Branch to support revenue control, expenditure control, and asset control. The Accounting Manager provides audit and control functions by conducting periodic reviews of unit transactions in addition to closely scrutinizing and analysing areas of potentially high-risk exposure such as petty cash advances, procurement card transactions and employee expense accounts.
