The Municipality of North Cowichan (population 31,990) is located in the beautiful Cowichan Valley on Southern Vancouver Island, between Nanaimo and Victoria.

Reporting to and working collaboratively with the Assistant Manager, Payroll this position will work in all aspects of payroll management, including but not limited to processing bi-weekly payroll, new hires, terminations, salary changes, and reclassifications; preparation of T4s and annual reports; and tracking vacation, seniority, banked time and sick time.
Required Skills, Qualifications and Abilities:
- Completion of Grade 1
- Payroll Compliance Professional (PCP) certification with the National Payroll Institute; or working towards the PCP supplemented by equivalent combination of education and experience; or willingness and ability to obtain payroll designation supplemented by an equivalent combination of education and experience.
- Recent experience in payroll practices, preferably in a unionized environment and/or local government. Knowledge or experience using iCity would be considered an asset.
- Experience in accounting, benefit administration and Municipal Pension Plan legislation and administration considered an asset.
- Sound knowledge of the methods, practices and principles of preparing, calculating and processing all aspects of payroll including activities relating to hourly wages, salaries, leave of absences, yearend reconciliation, as well as monthly and yearend government reporting.
- Comprehensive knowledge of Federal and Provincial government legislation and regulations relating to payroll, and union agreement(s) related to wage and benefits.
- Sound understanding of the financial and accounting implications of payroll transactions.
- Advanced skills in Microsoft Office Programs.
- Ability to deal with stakeholders (both external and internal) in a courteous and tactful manner and provide useful information in a efficient, timely manner.
- Excellent organizational and time management skills are essential to manage high volume of deadline driven work, attention to detail and accuracy.
- Ability to work independently and as part of a team.
- Possession and maintenance of a valid Class 5 B.C. Driver's Licence; a satisfactory current driver's abstract will be required.
