Job Summary:


Reporting to the Manager, Building & Business Services, this role is accountable for the successful delivery of technology solutions through their leadership and oversight of various project initiatives within the Planning and Building Department.

The Project Leader will coordinate internal, cross-departmental resources and collaborate with external vendors to execute business technology initiatives in partnership with key stakeholders.

Their leadership will ensure that projects achieve their desired objectives and are consistently delivered on time and within budget.

The role is also responsible for planning, scheduling, budget/cost controls, quality assurance, resource management, communications, risk assessment, procurement/vendor management, workflow process, business analysis and change management.


Duties and Responsibilities:

Systems Analysis

  • Conduct a comprehensive assessment of Planning & Building land management and approval systems and related business processes to identify opportunities and gaps and recommend system improvements to support future direction strategies for P&B business solutions such as ePlans, MAX and PlansAnywhere
  • Document and understand existing business process and perform "asis" and "tobe" gap analysis to facilitate adoption and manage change as part of new system implementations.
  • Directs and coordinates activities related to business analysis, major processes evaluation and systems implementation
  • Prepare preliminary estimates of resource requirements and costs. Development of business cases for major projects/enhancements
  • Engages with stakeholders to gather business, functional and technical requirements related to technology projects, work requests, business cases, or statements of work using accepted methodologies, practices and tools.
  • Analyzes business strategy, operations and current technology architecture in order to develop options for new technologies that will optimize business functions and processes.
  • Consult with stakeholders to evaluate and recommend technology solutions that will facilitate the accomplishment of P&B business goals.
  • Strengthen resource management to improve productivity and increase profitability.
  • Increase the department's digital agility for faster innovation, adaptation, and continuous improvement.
  • Work with business users and stakeholders to gather requirements, facilitate and lead "proof of concept" development.
Project Management

  • Oversee P&B business systems modifications and improvements to ensure system alignment with business needs and ongoing systems maintenance
  • Manage the full project life cycle of multiple concurrent technology related projects (including initiating, planning, executing, monitoring and controlling, and closing) in adherence with industry best practices and City adopted project management standards.
  • Develop and maintain project charters, project plans and schedules, resource plans, work packages, stakeholder registers, communication plans, risk and issue logs, change management plans, project status reports and other artifacts required for the successful delivery of technology related projects.
  • Collaborate and communicate regularly with senior management, executive sponsors, key stakeholders, internal resources, and outside vendors to coordinate the delivery of project deliverables while ensuring all parties remain engaged and proactively informed throughout the course of the project.
  • Work on the procurement of business technology solutions (including hardware, software, and professional services) in accordance with City's Procurement Policy. Compose statements of work, requirements documents, technical specifications and other documents required to support a competitive procurement process.
  • Manage project budgets by controlling costs, forecasting project expenditures, reviewing vendor invoices in accordance with the applicable contract.
  • Coordinate work from crossfunctional project teams. Estimate and assign work packages and provide operational guidance to project resources.

Skills and Qualifications:


  • Postsecondary education in a technical discipline, or similar technical degree program commensurate with professional experience
  • Undergraduate degree in a technical or business related discipline or equivalent with a minimum of 35 years experience in managing systems technology and
  • Experience in implementing and leading business technology solutions in the AEC (Architectural, Engineering and Construction) industry utilizing various technologies such as BIM, CAD, GIS and epermitting solutions, preferably in a government setting
  • Strong understanding of building and development regulatory environment
