JOB ADVERT | HARBOUR MANAGER POSITION
The Harbour Authority of Salt Spring Island (HASSI) works in conjunction with Small Craft harbours, and the Department of Fisheries and Oceans to operate, manage and maintain public fishing harbours.
Users of HASSI's docks are as diverse as the community they serve, and the users rely on HASSI as the only provider of several key facilities and services in the area.
JOB SUMMARY
As Harbour Manager of the Harbour Authority of Salt Spring Island (HASSI),you play an important role in the pursuit and achievement of the overall objectives, mission, and vision of the Society.
You are responsible for the continuity and co-ordination of all Harbour Authority operations on leased/owned areas and facilities and the successful leadership and management of Harbour Authority personnel.
In this role you:
Direct all aspects of the Society's operations, lead and manage the overall ongoing operations and projects of the Harbour Authority of Salt Spring Island within the strategic vision, goals and objectives established by the Board of Directors, ensuring fiscal responsibility and profitability, client satisfaction, effective service delivery, quality control, human resource management, and growth within the community.
RESPONSIBILITIES and ACCOUNTABILITIES
- Administer and manage all aspects of the daytoday business affairs of the Society
- Participate in the hiring of HASSI personnel
- Ensure clients/users are aware of and comply with established business policies and regulations
- Support in the development of and execution of annual budgets/capital programs
- Develop and execute a five (5) year maintenance program and facilities plan
- Ensure regulatory compliance, including environmental, WorkSafeBC, and personnel health and safety
- Ensure emergency response protocols are current and actioned as required
- Execute directed changes to the HASSI Operational and Policy Manual
- Make recommendations for changes to the HASSI Operational and Policy Manual
- Provide Board guidance on related industry advances and developments
- Coordinate with Small Craft Harbours (SCH), Department of Fisheries and Oceans Canada, for the execution of maintenance and repair to facilities where SCH has the lead responsibility
- Make recommendations on equipment purchases and maintenance/repair items requiring Board approval
- Act as a liaison with SCH
- Conduct periodic inspections of all facilities and record results
- Provide input on the development of new projects and contribute to the oversight of related executions
- Execute delegated signing authority
- Review, analyze and produce reports, plans, correspondence and presentations as required
- Establish personnel work schedules
- Implement and enforce Board policies and decisions
Board of Director Development and Relationships
- Responsible to the Board of Directors through the President of the Board
- Work in partnership with the Board of Directors to ensure Directors have the information required to maintain their due diligence and conduct their work effectively and efficiently
- Assist and advise the Board of Directors in consideration of the future of the Society and its development of appropriate and timely strategic direction in response to potentially evolving, changing requirements and interests
- Write updates, monthly, quarterly and/or annual reports. Ensure all project reporting requirements are met in a timely manner
- Collaborate and participate in the Board of Director's yearly strategic meetings
REQUIREMENTS AND QUALIFICATIONS
- Excellent interpersonal skills builds effective positive work relationships on all levels
- Proven effective communication skills, written and verbal in multiple environments and with a range of audiences, (internal and external) including public speaking
- Possesses a high level of integrity and dependability, engendering loyalty and confidence in clients and related agencies, partners, and stakeholders
- Superior organizational skills and effective time management with the ability to attend to details
