About the role

As a Proposal Services Manager
at Graham you will:

  • Manage the continuous improvement of the proposal process as defined in the Graham Management System.
  • Support operations and specifically project pursuit teams through refined proposal management processes and tools to create greater efficiency, proficiency, and ultimately increase procurement success.
  • Build relationships with Divisions and Business Units to increase customer base and interactions.
  • Find software and systems to implement as tools to manage data and increase efficiency of access to relevant proposal information.
  • Develop processes and practices to maintain comprehensive libraries of readily available information that elevate the quality and consistency of proposals such as response documents.
  • Create an RFQ/RFP library of suggested responses that will: provide polished responses to frequently asked questions in RFQ/RFP documents; ensure consistency and accuracy in responses regardless of geographical location; eliminate waste during the pursuit process by having response templates readily available; and ensure as Graham's internal processes improve and evolve they are represented in our pursuit submissions by current, uptodate information available in this library.
  • Develop and maintain corporate standard documents giving operations the ability to obtain pertinent information and resources in a timely and accurate manner i

Library of Response Templates for Proposal Use; and Pursuit Kickoff Package to guide the RFQ/RFP Response Process; project and resume information management, proposal kick-off templates, etc.


  • Maintenance of corporate statistics, awards and memberships.
  • Work closely with pursuit teams to determine needs and identify opportunities for improvement in pursuit practices.
  • Develop business development updates for quarterly reports.
  • When necessary, provide proposal support to Proposal Specialists including, but not limited to: centralizing and standardizing RFP content; setting deadlines for content; strategizing on proposal content; and working with identified proposal lead.

Qualifications/Experience

  • Degree in Business, Commerce, Purchase Management, or Communications
  • 710 years of experience in a proposal, business development, or technical marketing department in a midsize organization
  • Strong leadership capability as evidenced by demonstrable success in team / collaborative work environments
  • Ability to forge, grow and maintain positive relationships
  • Experience with information management processes and software.
  • Ability to manage multiple ongoing scopes of work.
  • Knowledge of contracts and various execution methods is an asset.
  • Experience with pursuit software, specifically Adobe Creative Suite, (more specifically InDesign) is required.
