Main Purpose and Function


This position performs a key role in information management and reporting, coordination and facilitation as well as a variety of research and technical planning work associated with the management of City's non-market housing portfolio (Vancouver Affordable Housing Endowment Fund - VAHEF) as part of the Non-market Housing Development and Operations Team.


Specific Duties/Responsibilities
Info Management, Research and Reporting

  • Develops and maintains information systems/tools and processes to capture, consolidate and analyze portfolio information, measure performance against targets and identify gaps
  • E.g. affordability, units, unit mix, location, OPEX, CAPEX, operator, delivery method, funding source, lease term, etc.
  • Develops and manages reporting templates at portfolio, asset and project levels to improve transparency and support decision making
  • Updates, organizes and maintains portfoliorelated data;
  • Prepares presentations and productionready materials for senior management related to portfolio direction including data analysis and interpretation;
  • Coordinates with Planning Urban Design and Sustainability to integrate data/reporting with Housing Vancouver Strategy/Housing Data book and prepares VAHEF specific reports for Council and the public
Portfolio Planning Coordination, Facilitation and Engagement

  • Provides coordination, planning, research and analysis related to VAHEF portfolio plans and targets aligned with the City's Housing Vancouver Strategy and targets and Housing Needs Report
  • Employs a diverse range of quantitative and qualitative analytical techniques to evaluate the housing landscape in Vancouver and VAHEF portfolio and pipeline to define short, medium and long term portfolio targets
  • Conducts advanced research and analysis on a range of portfoliowide issues and policies related to housing
  • Prepares portfolio, asset and project plan templates
  • Coordinates planning workshops with functional leads to evaluate and define key portfolio plans
  • E.g. portfolio targets, development pipeline, etc.
  • Coordinates input from functional leads to complete plans as required
  • Technical writing, research, and preparation of material to published quality for City website and other public materials;
  • Coordinates multidepartmental and key project meetings, prepares agendas, records action items and follows up
  • Coordinates and facilitates stakeholder engagement sessions, prepares agendas and engagement materials, and documents engagement summaries
Grants, Projects and Leases

  • Supports Senior Portfolio Planner and Project Planners in the administration of capital grant programs, and deployment of the City's turnkey housing assets to deliver social housing
  • Performs other related duties/responsibilities as assigned.

Minimum Qualification Requirements

Education and Experience:


University degree in a related field such as Urban Planning, Economics, Business Administration, or Real Estate and some professional experience related closely to the duties; or an equivalent combination of education and experience related to the role.


Knowledge, Skills and Abilities:

  • Considerable knowledge in one of the areas of social, pure or applied science, or sound theoretical knowledge of urban planning.
  • Considerable knowledge of the current literature, trends, and developments in affordable housing/nonmarket housing.
  • Sound knowledge of information management systems and reporting tools (e.g. SAP, SharePoint, Vandocs)
  • Sound knowledge of research and analysis techniques, including the ability to assess and interpret urban planning data
  • Demonstrated graphics and computer skills in Microsoft Office, and graphics programs (e.g. Adobe Creative Suite).
  • Strong interpersonal and communications skills along with the ability to translate complex concepts into accurate, easily readable formats.
  • Ability to work independently and participate successfully on work teams and with the public.
  • Ability to selfmanage workload and meet time demands (e.g. prioritize tasks, communicate expected delivery of items with staff, request help when needed, delegate and explain work to
