SUPERVISOR OF FORESTRY AND PARKS:


Position Summary:


Reporting to the Director of Parks and Recreation, this position is responsible for the management and operation of all parkland and open spaces including urban forestry, arboriculture, horticulture, athletic facilities, turf maintenance, park design, maintenance operations, and capital projects along with providing a high standard of customer service.

This position is also responsible for ensuring that activities and operations comply with all legislative policies, regulations, corporate policy and direction.


Qualifications:

To be considered, applicants must possess the following qualifications:

  • Post-secondary degree or diploma in Arboriculture, Urban Forestry, Horticulture, Turf Management or Parks and Forestry related discipline.
  • Minimum of five (5) years' experience in Parks or Forestry management and administration
  • Experience in Arboriculture Management with ISA certified Arborist certificate, T.R.A.C. certification is considered an asset.
  • Landscape Architecture with a BLA is considered an asset.
  • Sports Turf management with Sports Turf Managers short course considered an asset. Class 03 Operators license for herbicide and pesticide spraying on public lands considered an asset.
  • Knowledge of arboriculture, urban forestry, turf management, project management, and risk management issues.
  • Excellent skills in Word, Excel, PowerPoint, ArcGIS, facility booking software an asset.
  • Results oriented with excellent facilitation and conflict resolution skills.
  • Strong analytical and critical thinking skills.
  • Excellent analytical research, report writing, project/time management, organizational communication, presentation, problem solving, demonstrated leadership, interpersonal and supervisory skills.
  • A valid driver's license and use of a vehicle is required.

Duties and Responsibilities:


  • Coordinating the selection process for consultants and contractors and making recommendations to the Director of Parks and Recreation on major capital projects. Overseeing contracts upon award and monitors and evaluates performance. Responsible for planning, scheduling, directing, and evaluating contractor assigned projects, services and repairs on/in park facilities and buildings. Contactor management including operations, maintenance, construction, and arboriculture services.
  • Responsible for Forestry & Parks staff hiring, supervising, performance evaluation and parks operations in the following areas: urban forestry, arboriculture, ArcGIS, infrastructure, turf, irrigation, athletic fields, playgrounds, special events and horticulture.
  • Develops, prepares, and ensures hiring process is followed, and provides new employee orientation to assigned fulltime and parttime staff with an ongoing review and updating of training orientation programs. Ensures all staff are trained and follows all corporate and departmental SOP's and heath and safety policies and procedures.
  • Develops, recommends and following approval, implements and administers policies, standards, and procedures for the maintenance and operation of parks and athletic fields, urban forestry, arboriculture, horticulture, and playgrounds.
  • Maintains effective communication & relationship with all stakeholders. Provides advice and interpretation regarding the department's policies and procedures.
  • Prepare budgets, cost estimates, and control expenditures as approved in the annual operating budget and capital budget for the Parks and Forestry Division.
  • Ensure personal and staff development in relevant sectors by maintaining training and knowledge transfer.
  • Conduct research, write reports, review policies and priorities as well as maintain current annual Business Planning Objectives and KPI's
  • Responsible for the daily operations of the Parks & Forestry Division as it relates to effective public relations and customer services. Is available after hours, evenings and weekends for supervision of off shift employees, emergencies, storm events, and special events to ensure the Corporations obligations are met.
