Main Purpose and Function


Reporting to the Transfer & Landfill Operations Superintendent II, the Training and Compliance Agent monitors regulatory compliance and provides safety and best practice consultation services to supervisors and management within Engineering Services.

The position anticipates, recognizes, evaluates, recommends and assists in the development and delivery of practical controls and training for safety hazards, regulatory compliance and best practice.

The position also investigates safety concerns and incidents and provides recommendations to management.


The Training and Compliance Agents will be based out of the Landfill Office nd St, Delta) and Vancouver South Transfer Station (377 West Kent Avenue North, Vancouver).

As the sites operate 7 days a week, weekend shifts will be required for this role.


Specific Duties and Responsibilities

  • Researches best practices by ensuring the Transfer & Landfill Operations Branch meets compliance requirements of WorkSafe BC, the National Safety Code, the BC Motor Vehicle Act and other applicable regulatory bodies that govern the work done in the branch.
  • Advises and consults with management regarding best practices and compliance requirements; writes procedures and develop processes to document best practices and compliance. Mentors and coaches management, supervisors and crew of new processes and practices.
  • Conducts comprehensive onsite risk assessments and safety studies and writes evaluative reports recommending various measures to mitigate occupational health and safety risk; develops related safe work procedures, safety manuals, specific safety training programs and related records and documentation that is in compliance with regulatory standards.
  • Provides guidance and leadership to staff in mentorship roles
  • Conducts monthly site inspections in conjunction with supervisors and superintendents. Attends and partakes in crew talks as required.
  • Investigates safety incidents and concerns; documents events and provide management with recommendations on change procedures and practice.
  • In consultation with management, prepares and delivers safety and operational training programs. Prepares training agendas and resource materials (such as handouts, tests, videos) suitable for different learning styles and audiences, and administers tests as required.
  • Audits operations for compliance and creates and maintains audit records. Notifies field supervisors and/or Superintendents on noncompliance issues and if necessary the position may enforce compliance onsite.
  • Maintains a work place accident database and related records; prepares correspondence and a variety of reports.
  • Manages all safety related equipment that requires recertification and renewal.
  • Contributes to decisions related to hiring staff, performance reviews and conduct investigations including determining discipline.
  • Participates in confidential planning that may have operational implications, and develops and makes recommendations that may result in the reassignment of responsibilities between staff, and in the reduction of or increase to staff complement.
  • Participates in monthly Joint Occupational Health and Safety Committee meetings as required. Performs other duties as required.

Qualifications

Education and Experience:

  • Completion of a recognized certificate/diploma program in occupational health and safety or Hygiene and sound related experience in construction safety, heavy equipment operations, or civil construction industry, including experience in teaching practical and class courses to operational crews; or an equivalent combination of education and experience.
  • Experience in Landfill and Transfer Stations solid waste programs is considered an asset.
  • Experience working with Landfill Gas Collection systems is considered an asset.
  • Any SWANA related certifications are considered an asset.

Knowledge, Skills and Abilities:

  • Thorough knowledge of the occupational health and safety regulations, rules and procedures related to the work.
  • Thorough knowledge of the principles, practices and procedures used in occupational health and safety risk asses
