Halifax Region Municipality (HRM) Organics Management Facility


The HRM Organics Management Facility (Facility) is a $450 Million Dollar; 25-year Capital and Operational Commitment to design, build, own, operate, and transfer (DBOOT) partnership between HRM and Harbour City Resources (HCR).

This new facility will be located at 37 Evergreen Place in Halifax, Nova Scotia.


The Facility is currently in the final construction phases with planned commissioning of key technology, systems, and processes beginning mid-to-late August 2023.

The General Manager will be a key participant on the AIM HCR team beginning at the time of commissioning.

General Manager Profile:


The General Manager is responsible for the business, operations, health & safety, environmental compliance, and overall day-to-day leadership of the new Facility.

This individual will also lead all related engagements with HRM and Nova Scotia Environment Climate Change (NSECC) to ensure the execution of all Contract and Regulatory requirements.


Key responsibilities include:

  • Build a leadership team comprising Operations, Maintenance, Health & Safety, and support team members who are empowered to develop and deliver best practice disciples and measure success based on Team achievement of key performance drivers and results.
  • Foster an environment of Team Spirit, Collaboration, and Innovation leading to magnetic industry attraction for new team member employment and longterm personal and professional growth and development.
  • Build and execute a mutually beneficial Single Point of Contact (SPOC) model where HRM and NSECC receive an unwavering commitment to communication, professionalism, and performance excellence in all daytoday Facility activities and business practices.
  • Read, understand, and develop an intimate understanding of all AIM HCR responsibilities in the Contract or Project Agreement Plans with HRM. Develop a leadership model that allows for the profitable and compliant delivery of all related Plans for short and longterm success.
  • Review all Contract and Project Agreement Plans annually to ensure applicable changes and updates are integrated for current and longterm delivery of said responsibilities.
  • Become a community ambassador for AIM HCR through representation and leadership on the Community Liaison Committee to enhance communication and collaboration with community stakeholders.
  • Participate in innovation research, solution building and Facility integration planning and provision of winning technology and process models that will yield compelling ROI models and customer satisfaction.
  • Facilitate strategic and tactical monthly meetings with HRM that demonstrate change management; operational excellence; and partnership collaboration in the implementation of continuous improvement initiatives.
  • Ensure financial stewardship by managing key areas of the Facility's budget, including revenue, expenses, and capital expenditures.

Qualifications and Experience:


  • Completion of Post-Secondary and/or Technical Training with a focus on business, operations, engineering, or environmental studies. A graduate degree in a related discipline will be considered an asset.
  • 10 years or more experience in a similar leadership role.
  • Extensive knowledge of organics composting technologies, especially invessel.
  • Knowledge and experience in AD technologies and the production and upgrading of Renewable Natural Gas (RNG) are considered advantageous.
  • Knowledge of Facility Management and SCADA systems.
  • Familiarity, and an ability to learn at an advanced level, all related NSECC policies and procedures related to Organics Management and Compliance.
