Ombudsman Toronto operates independently of City Council and the City administration. Staff of Ombudsman Toronto report directly or indirectly to the Ombudsman, an independent Officer of City Council.

Reporting to the Deputy Ombudsman, Housing, the

Policy Development Officer will provide

strategic policy advice, including research, consultation and policy analysis, to analyze structural hurdles in the City of Toronto's planning and delivery of housing services and programs.


Major Responsibilities:


  • Conducts research into the delivery of housing services ensuring that such research takes into account developments within the fields of housing and human rights, City policies and practices, legislation and initiatives by other levels of government.
  • Leads strategic policy analysis, research, and evaluation by identifying, formulating and recommending new policy and policy amendments, preparing and supporting the delivery of detailed implementation plans to improve the efficiency and effectiveness of operations and service delivery.
  • Monitors and evaluates the implementation of the City's housing policy from a human rights and administrative fairness perspective.
  • Identifies policy and systems issues and gaps.
  • Develops/generates recommendations for new/amended policies and practices, assessing the implications and feasibility of these options, recommending innovative solutions and implementation approaches.
  • Reviews and analyzes Standing Committee/Community Council/City Council or divisional interests, priorities, agendas and reports, identifying items for the Deputy Ombudsman, Housing, and initiates and coordinates necessary action for followup.
  • Maintains a thorough awareness of relevant policy, legislation and social, economic and political issues and trends related to housing, and provides information and reports based on such issues and trends.
  • Provides strategic advice on systemic investigations and systems reviews.
  • Conducts regular housing complaints trends analysis and prepares relevant reports and briefing materials for the Deputy Ombudsman, Housing, and Ombudsman.
  • Develops, coordinates and implements all aspects of public engagement to support investigations and respond to ongoing issues and concerns.
  • Leads and directly conducts ongoing research (qualitative and quantitative data) and analysis of trends and activities related to assigned policy areas and evaluates the strengths and weaknesses and effectiveness of City policies, bylaws and programs, in order to provide information and identify emerging issues and opportunities to the Deputy Ombudsman, Housing, to support systemic investigations and systems reviews.
  • Develops targets and criteria to assist in monitoring the implementation of the Ombudsman's recommendations.
  • Prepares research analysis, briefing notes, presentations, various correspondence, policy reports/recommendations and other materials as required by and for the Deputy Ombudsman, Housing, consistent with the Unit's priorities and strategic directions.
  • Fosters and works collaboratively to develop and maintain close and effective, working relationships with management, City divisions, other levels of government, community agencies, advocacy groups and members of the public or other groups as appropriate to ensure awareness of existing and evolving issues and concerns, facilitate coordination and organize relevant forums.
  • Represents the Ombudsman and/or Deputy Ombudsman, Housing, in interjurisdictional, intergovernmental, and community meetings/settings.
  • Develops and maintains effective working relationships with City staff, community agencies and advocates, conducting onsite visits where necessary.

Key Qualifications:


  • Considerable experience with planning, policy and strategic initiatives and assignments demanding a high level of analytical thinking, with an emphasis on housing and homelessness services.
  • Considerable experience using evidence and data to support policy development and prepare written policy positions.
