Reporting to the Director of Public Works, the Public Works Manager is responsible for ensuring effective management and operation of Public Works operations. These operations may include, but are not limited to, the maintenance of infrastructure services such as facilities, roads, fleet/equipment, parks, water distribution and treatment, sanitary sewer collection and treatment systems, and storm drainage system.

The managerial team of Public Works includes a dynamic mix of professionals with diverse skills and expertise, the Public Works Manager will be responsible for the Public Works portfolio that best fits their own skills and expertise.

The Public Works Manager will oversee all occupational health and safety for the Public Works Department, including all meetings, investigations, inspections, and training of all staff.

The Public Works Manager may be directed on an interim basis to assume the duties of the Deputy Director of Public Works.

KEY RESPONSIBILITIES

Responsible to the Director of Public Works for the effective operation of the Public Works services which comprises of roads, drainage, fleet/equipment, parks, cemeteries, water/sewer/electrical/garbage utilities, shops and building maintenance

Using tact, good judgement, and independent initiative to deal with interpersonal matters and public relations to ensure that a positive approach is used by Public Works staff in providing effective and efficient customer service

Monitoring performance requirements and organizing/directing staff including conducting annual staff performance reviews in consultation with the Director of Public Works
:

Attending all necessary meetings including those with staff, contractors, the department, other City management, and Council meetings
as directed

  • Perform various administrative activities including monitoring budgets.
  • Oversee all occupational health and safety for the Public Works Department, including all meetings, investigations, inspections and training of all staff.
The Public Works Manager's portfolio may include one or more of the following functions,

  • Utilities Operations
  • Responsible for management and operation of the
- sanitary sewer collection and treatment system
- storm drainage system
- water distribution and treatment system

  • Ensures Utilities Department is meeting all requirements of the Permit to Operate from Interior Health Authority, the Canadian Guidelines for Drinking Water Quality, the Water Sustainability Act, the BC Water Protection Act, and the BC Municipal Wastewater Regulation. Oversees all aspects of the City's Waterloss, Pressure Management, Water Quality Monitoring, Watershed Protection, and Cross Connection Control programs.
  • Facilities, Trades & Fleet Operations
  • Responsible for maintenance operations of all City buildings including, but not limited to, City Hall; Public Works; Library; Recreational Arenas/Facilities; and RCMP.
  • Ensures Trades (carpenters, electricians, HVAC/Plumber, Mechanics) are meeting all operational obligations of the City of Cranbrook and legislated requirements.
  • Responsible for capital projects and upgrades related to facilities.
  • Oversees all aspects of the City's maintenance programs for Facilities and Trades
  • Assisting and advising Director of Public Works with budget and purchasing of equipment in budgets for Council approval
  • Roads & Parks Operations
  • Responsible for management and operation of the
City's road and sidewalk maintenance including, but not limited to, patching, sweeping, snow and ice control.

  • Responsible for management and operation of the
City's parks and green spaces.


REQUIRED QUALIFICATIONS

EDUCATION

  • Any Red Seal Ticketed Trade relevant to Public Works;
or Water/Wastewater Operator's EOCP Certification;
or a Diploma from a recognized technical institute in Engineering or Business Administrations;
or a combination of relevant education and experience.


LICENSES / CERTIFICATES

  • Valid Class Five (5) Driver's License

EXPERIENCE

  • Five (5) years progressive responsibility in Municipal Public Works
  • Three (3) years in a senior supervisory capacity directing personnel involved in deliv
