Position Overview


Reporting to the Director of Nursing Practice and Education, and working collaboratively with leaders from Human Resources and Clinical Programs, the Manager, Nursing Workforce Initiatives, will lead externally-funded nursing workforce recruitment and retention initiatives (e.g., Clinical Extern Program, Nursing Graduate Guarantee, Supervised Practice Experience Partnership Program, etc.).

The manager will also promote clinical practice excellence that is grounded in the principles of patient and family-centered care, while supporting staff to uphold the organization's mission, vision, values, and strategic plans.

The manager will collaborate with relevant stakeholders with a focus on training and orientation to ensure safe transition to practice for staff.

The manager will coordinate, implement, and report on key Ministry of Health funding initiatives related to nursing resources.

In addition, the manager is committed to continuously improving the implementation of nursing workforce initiatives and ensuring their success and sustainability.

Primary Responsibilities


Accountable for the daily oversight of the externally-funded programs and the integration of program participants into clinical areas across the organization.


Collaborates with Extern Mentors and clinical leaders to support the recruitment, onboarding, coordination, integration and mentorship of program participants within the externally-funded programs.


Develops organizational guidelines for the externally-funded programs' participants' scopes of practice, based on the College of Nurses of Ontario-Professional Standards and supports practice where required.

Directs and oversees the activities of the Clinical Extern Mentors

Maintains regular unit presence to support the ongoing needs of the Extern Mentors and program participants.

Supports clinical teams with understanding the scope of practice of program participants, clarifies delegation/assignments of tasks, and supports their integration into units' models of care.

Assists with establishing clear onboarding and education pathways for staff within the externally-funded programs:
Contributes to the ongoing education and practice development within the boundaries of the particular role.
Establishes a structure for ongoing practice support (e.g., debriefs, check-ins, ongoing laddered education, skills days).

Supports existing and future training and orientation initiatives.
In collaboration with Extern Mentors and unit leaders, provides ongoing monitoring and evaluation of program participants' performance. Supports identification of learning needs and performance concerns, and supports the creation of learning goals and objectives.

Leads data collection, evaluation and reporting required by the Ministry of Health and the organization.

Identify process improvement opportunities to enhance new hire and learner onboarding to influence retention of talent.

Provides regular updates and reports to the Nursing Practice and Education leadership, as well as disseminating information to unit leaders, Extern Mentors and nurses involved in the supervision and education of program participants.

Ensures that all operational functions are handled with efficiency, professionalism, and confidentiality.

Job Requirements and Experience

Successful completion of a Masters in Nursing, Health Administration or related field from a recognized academic institution.

Current registration in good standing with the College of Nurses of Ontario.


Minimum 5 years of previous clinical experience as a Registered Nurse which would provide proficiency in all aspects of nursing scope of practice, working with unregulated health care workers, effective teaching/learning of adults, and provision of patient care.

Minimum 3-5 years of consistent development in a leadership capacity, evidence of ongoing professional development.

Experience with onboarding new staff and overseeing a comprehensive orientation program.

Demonstrated ability to effectively introduce and manage change.
Excellent time management and organizational skills and proven ability to prioritize workload.
Excellent written/oral communication and conflict resolution skills.
