    Responsible to the Municipal Engineer for the day-to-day operation of the Infrastructure Right-of-Way (ROW) and By-law control sections.

    Description:

    Enforce and administer the appropriate by-laws, policies and procedures relating to the Infrastructure Department, including but not limited to roadway and boulevard damage, excavation, water and sewer, lot grading, excess load, right-of-way activity, use and care of streets, lane occupancy, etc. Provide advice to other sections with respect to the right-of-way system, lot grading, and respond to enquiries, requests, and complaints by telephone, email, and/or in person. Issue permits for lot grading, municipal consent, right-of-way, streets, etc., as they pertain to the appropriate agreements and by-laws. Administer the Permit Deposit System for the Infrastructure Department.

    Qualifications:

    • Must possess graduation from a three-year college program (Civil Engineering), eligible for certification as a C.E.T.;
    • Possess a minimum of four (4) years recent related experience in municipal infrastructure construction;
    • Strong computer skills, customer service, communication and interpersonal skills;
    • Be able to work both independently and as part of a team;
    • Must be organized, motivated and demonstrate professional attitude;
    • Must possess and maintain a valid unrestricted Class "G" Driver's license.

    General Duties and Responsibilities:

    • Administer the Right-of-Way By-laws (Streets By-law, Right-of-way Activity By-law, Use and Care of Streets By-law, etc.);
    • Collect Right-of-Way permit fees;
    • Calculate security deposits and assist with cost recovery of ROW permit fees;
    • Inspect and document sewer and water services installed on the right-of-way, including Service Extension projects;
    • Monitor the reinstatement of roadway excavation, including compaction and placement of granular, asphalt and concrete;
    • Communicate road disturbances to the public;
    • Address snow clearing complaints and other snow related issues on right-of-way;
    • Coordinate temporary street closure by-law submissions with the Clerks Department;
    • Address all complaints related to the Department's by-laws, including but not limited to the Right-of-Way By-law and the Lot Grading By-law;
    • Administer the Lot Grading By-law, including reviewing lot grading plan submissions, administering permits, collecting fees and securities, respond to complaints, complete site inspections, review and approve as-constructed submissions, and arrange for the release of securities;
    • Coordinate the boulevard tree planting with the City's Arborist;
    • Complete field work including project supervision and inspection for capital construction projects, culvert inspections and other field duties as assigned;
    • Liaise with the Finance Department regarding delivery and validation of permit revenue for the Department;
    • Recommend improvements to the appropriate municipal by-laws, policies and procedures to achieve greater efficiency;
    • Other duties as may be assigned.
