Major Responsibilities:


  • Responsible for participating in and carrying out varied assignments related to IT systems, technology infrastructure, data centre and cyber security within a broad field of Municipal IT systems architecture/infrastructure design and execution.
  • Manages and provides leadership for assigned projects from inception to completion. Assesses funding, schedule, scope requirements, develops Terms of Reference, fully defines project deliverables and manages change conditions. Ensures effective teamwork, communication, high standards of work quality, organizational performance, documentation and continuous learning.
  • Oversees and evaluates the work performance of external service providers with respect to quality, timeline, cost and completion of required tasks. Finalizes contract payments and implements quality control/quality assurance, finalizes contract payments and ensures project expenditures are controlled and maintained within approved budgets.
  • Acts as first point of contact, providing support and coordination to all units within Toronto Water
  • Administers, coordinates, and provides guidance to IT projects including planning, design, implementation, and commissioning
  • Conducts investigations, both business and technical, for the analysis and evaluation of existing and proposed ITM modifications, including written and oral assessments of performance, cost benefit analysis, legislated requirements, and recommends changes accordingly.
  • Provides support to the Capital Works budget process, and assist in controlling expenditures of consultants, contractors, and internal staff.
  • Maintains an up to date level of expertise in technology infrastructure, system architecture, data centre, cyber security, and related technologies.
  • Oversees the integration of complex technical systems, technology infrastructure and equipment installations; testing and acceptance/approvals, including guidance of assigned internal and external resources.
  • Investigates and prepares analysis/recommendations concerning IT problems of varying complexity and/or assists unit Manager, ITM, supervisors or team leads to resolve more complex IT issues
  • Ensures quality assurance procedures and quality control measures are adhered to in the management of IT design and implementation activities. Ensures that the ITM performance objectives comply with the established Toronto Water goals of automation and legislative compliance
  • Reviews and participates in testing and implementation of design concepts to meet functional requirements including participation as the ITM lead during testing of IT systems or technology infrastructure.
  • Tracks procedures and policy compliance associated with ITM deliverables and contractual documentation.
  • Participates in request intake, requirement collection, business analysis, preliminary and detailed design, implementation, quality assurance and evaluation of projects.
  • Works with City of Toronto staff, consultants and contractors during project execution stages to ensure quality delivery, control and compliance with Toronto Water's ITM goals and guidelines.
  • Provides input and supports the development/implementation of technical standards and policies associated with management and stewardship of IT through routine review and audit reports.
  • Liaises and coordinates with divisional and corporate support sections as well as other unit representatives, managers, supervisors, engineers, specialists, IT professionals, and operational/maintenance staff.
  • Coordinates related work between various stakeholders; Process Control Systems, Technology Services Division and Office of the Chief Information Security Officer support staff related to investigations, modifications and improvements of IT systems for the division.
  • Prepares estimates to assist in preparation of the capital budget.
  • Assist with management of the project programs and portfolios.
  • Leads project teams and supervises/directs project team members, vendors, consultants and contractors. Provides specialized design services, technical advice and expertise to support the units of the Division/Cluster/Corporation.
  • Modifies established guidelines, standards and processes, devises new approaches, applies existing criteria in innovative ways and draws conclusions from comparative situations.
