Job Summary:

Reporting to the Manager Real Estate, the Real Estate Coordinator is responsible for coordinating and assisting in the management of Real Property interests of the Region


Education:


  • Postsecondary degree or diploma in Business, Administration, Geography, Planning or related field; an equivalent approved combination or education and experience may be considered.

Knowledge:


  • Minimum 2 years real estate experience (market conditions, negotiation, property management, legal, planning, finance), in a municipal setting.
  • RWA designation or working towards it with the International RightofWay Association or accreditation with the Appraisal Institute of Canada.
  • Property appraisal practices and principles, real estate acquisition, lease and license Knowledge of the theory and principles of market conditions and assessment, land use, zoning and building codes.
  • Exposure to the Land Titles and Registry system, Residential Tenancies Act, Expropriation Act, Environmental Assessment Act, Real Estate Law, Occupational Health and Safety regulations is preferred.
  • A solid understanding of the Ontario Building Code

Responsibilities:


_ Negotiate and Recommend (35%)

_:


  • Executes lease and license agreement management of municipal real property, preparing estimates, performing inspections, researching inquiries, and preparing legal agreements, while working with client departments.
  • Reviews client group requests for building and/or land requirements
  • Advises on pertinent information on property matters, reviewing draft documents prepared by the owner's legal counsel and/or the Regional Solicitor's Office, and assisting in finalizing of various property matters.
  • Recommends critical path analysis for property delivery, setting objectives, prioritizing and setting tasks, and monitoring land acquisition budgets for individual projects
  • Provides the client groups expertise in leasing and license agreements
  • Negotiates with property owners, their agents, or solicitors, affecting offers and entitlements for the lease or license agreements
  • Prepare detailed reports and recommendations for Committees and Council in accordance with regional bylaws.
  • Providing closing budget costs to client groups

_ Research and Investigate (35%)

  • Researches, inspects, appraises, negotiates, and makes recommendations for the acquisition of licenses of occupation, leases and renewals in order to protect, preserve and upgrade the Regional Real property assets.
  • Assists in property inspections to investigate the requirement for Regional use, examining and interpreting technical drawings and suggesting alternatives to the proposed construction and/or space planning

_Consultation and Coordination (30%)

  • Prepares legal forms, arranging for their execution by all parties.
  • Drafts various agreements (Lease, License, extensions/amending, renewals)
  • Tracks and coordinates all renewals and terms of conditions of agreements
  • Assists with the coordination of utilities as required
  • Assists in the preparation of tender documents and specifications, attending tender openings as required.
