Under the guidance of the Chief, Strategic Planning and Regional Affairs Coordination (PRC), the incumbent provides expert advice on all aspects of risk management, internal controls, and accountability on behalf of ICAO and supports the Office of the Secretary General (OSG) in facilitating these activities and reporting to the Council, Committee on Governance (COG), Evaluation and Audit Advisory Committee (EAAC), external and internal auditors, ERM Reference Group, and Senior Management Group (SMG).

In particular, the incumbent will lead, oversee, plan, coordinate, and manage the development and implementation of these programmes and ensuring appropriate follow up of decisions, including effectively communicating ICAO senior managers at headquarters as well as in the Regional Offices.

The incumbent requires mínimal supervision and exercises initiative and sound judgement in the day-to-day conduct of the work.


Risk management:

  • Build, operationalize, and manage ICAO's risk management programme.
  • Advise and guide all Bureaus and Offices in identifying, assessing, mitigating, reporting, monitoring, and escalating risks to meet ICAO's risk, strategic, and transformational objective goals.
  • Implement the JIU ERM Benchmarks and Reference Maturity Model (RMM) Level for Risk Management in the UN System.
  • Integrate risk management into business planning, accountability framework, and resultsbased management.
  • Embed risk management into ICAO processes to ensure the risk register and processes are used as a tool to support decision making.
  • Build the risk culture (awareness and buyin) through the development and implementation of a staff education and training program.
  • Remediate EAAC and internal and external audit findings.
  • Establish, track, monitor, and report on KPIs to the SMG, SG, COG, EAAC, and Council.

Internal controls:

  • Maintain a sound system of internal controls to be accountable to the Council under ICAO Article XI of the Financial Regulations.
  • Advise, guide, and train staff on all aspects of internal controls.
  • Build, educate on, and maintain an internal control library.
  • Coordinate and assess the Management Assurance Statement and Declaration (MASD) questionnaire with the Senior Management Group.
  • Create an annual Statement of Internal Control (SIC) for ICAO to issue its financial statements.
  • Measure the effectiveness of internal controls for continuous improvements.

Strategic planning:

  • Accountability Framework:
  • Undertake the inventory of initiatives and gap assessment on the elements constitutive of a sound Accountability Framework.
  • Lead the development and implementation of the ICAO Accountability Framework as an essential piece of governance for ICAO.
  • Develop a monitoring and reporting system to capture the implementation of the elements of the Accountability Framework and assess the impact of the initiative.
  • Build the accountability culture and highlevel roles and responsibilities as a trustful relationship between the ICAO Secretariat, the Council as the governing body, and the ICAO Member States at large to demonstrate commitment and responsibility in achieving ICAO's mandate, as set by the Assembly.
  • Results Based Management (RBM) and Business Plan:
  • Be the backup to conduct training on RBM and dissemination of RBM tools among relevant stakeholders.
  • Align RBM with risk management and accountability frameworks.

Capacity building:

  • Strengthen the risk, internal control, accountability, RBM skills, instincts, abilities, processes, and resources for ICAO in order to survive, adapt, and thrive in a fastchanging world of aviation risks.
  • Build risk, internal control, accountability, and RBM knowledge through ongoing staff education training as transformation goes beyond performing tasks to changing the mindsets and attitudes of ICAO staff.

Monitoring and reporting:

  • Provide ongoing risk management and strategic planning monitoring and reporting on a scheduled basis to the SG, SMG, ERM Reference Group, internal and external auditors, EAAC, COG, and Council in achieving ICAO's mission and Strategic Objectives.
  • Advise and followup with Bureaus/Offices on their risk registers, corporate risks, and report both internally and externally on the status of risk mitigation actions including the effectiveness and assurances of internal controls for continuous improvement.
