  • This role is eligible for hybrid work this means you'll have the flexibility of working from home and in the office (in Regina), on a scheduled rotation once training requirements have been met. Until then, the successful incumbent will be expected to work onsite, fulltime.
This position is responsible for leading a team of Recruitment Consultants including providing direction, guidance, support and performance management.

If successful in this competition, you will be responsible for the oversight, development and delivery of proactive talent acquisition strategies and approaches in support of ongoing talent sourcing plans with business areas.

Team Leadership- Provides coordination, direction, delegation and oversight of team duties and assignments. Ensures quality of work delivered, including reviewing, monitoring and approving work as required. Provides technical guidance, direction and decision making for the team. Participates as a member of the division's leadership team in management meetings and leadership initiatives within the division. Builds a high performing workforce by actively leading human resource activities. Ensures development of divisional succession plans. Builds a culture of leadership and accountability to effectively deliver on strategic and corporate strategies, ensuring integration with and management of employee performance development and career development plans. Drives performance through team members and is committed to leadership development across the company, supporting employees and workforce readiness through mentoring, training and developmental opportunities.
Talent Acquisition Services Provides a customized approach to sourcing channels that best attracts talent behavior and skillset specific to the position. Develops, leads and oversees talent acquisition strategies (including leading focus groups, data gathering, projects, partnerships, etc.). Works in partnership with the business to build proactive talent pipelines including the building of strategic partnerships with post-secondary institutions, select organizations and professional groups. Triages staffing requests amongst portfolio assignments and assign HR Consultants to competition files. Handles more complex staffing requests, using sound judgement and provides guidance, advice and mentorship to the team on talent acquisition changes and advancements. Leads the recruitment and selection process for vacancies with client group. Consults with and provides guidance to management with respect to all staffing processes, including collective bargaining agreement (CBA) interpretation, labour standards and employment legislation (by jurisdiction), etc. Addresses competition concerns from the union and works collaboratively with Employee Relations and Employee Health Management for job accommodations. Supports the formation of divisional strategic talent management plans leveraging data (analysis of succession, pipelines, retirements, churn, etc.) to inform talent acquisition recommendations. Prepares and conducts presentations on talent acquisition processes to impacted audiences, including delivering workshops, information sessions, etc. (i.e. information on Psychometrics, selection tools). Participate as a panelist in interviews with hiring managers; provide feedback and coaching on interview techniques. Conduct intake discussions with the business at the start of all competitions; map out the process, what support they need, discuss roles and accountabilities. Prepares and conducts presentations on staffing processes for internal stakeholders, outreach agencies, educational institutions and other interest groups. Diversity and Inclusion- Active leadership role in the development and implementation of diversity and inclusion programs and initiatives.
Consults with and provides guidance to management regarding departmental and divisional diversity representation. Develops and maintains working relationships with targeted equity groups and community associations for recruiting activity to assist in building a representative workforce.
