About Our Opportunity


The Manager of Project Management is responsible for establishing, administering, guiding and coordinating all projects and programs initiated through the Nova Scotia Provincial Housing Agency Capital Asset Management Plan (CAMP) to insure they are delivered within the established project scope, schedule and budget and that any required changes are identified, analyzed to determine the impact on the overall capital program, documented, communicated and approved.


The Manager of Project Management has province-wide responsibilities to coordinate and guide a team consisting of all Building Infrastructure and Asset Management (BIAM) Project Managers, Housing Districts, and District Project Coordinators (CPMs) and determines how and when capital projects are delivered for the renewal of Public Housing portfolio to meet the objectives of the National Housing Strategy.


Primary Accountabilities


Develops and delivers the annual $50 M Capital Asset Management Plan (CAMP) by ensuring all capital renewal requirements are compiled, prioritized and costed appropriately to meet the available annual capital funding.

Involves interfacing with the Housing Districts and the Manager Building Asset Planning to ensure all capital requirements are identified and prioritized prior to program approval.

Mentors, coaches, and monitors project managers to facilitate project objectives and ensures that appropriate project management methodologies and best practices are followed.

Manage and deliver required outcomes for a portfolio of major projects to support the overall project management strategy.


Plans the delivery of province wide capital renewal programs and projects in multiple locations over multiple years in coordination with the Manager Building Asset Planning by understanding the scope of various proposed projects, considering the most effective manner to effectively organize, design, schedule, tender and deliver multiple related projects in different regions in a defined timeframe.

This is done by organizing project teams at time of approval, ensuring design needs are fulfilled, schedules are documented, project team members are engaged, tendering process requirements are understood, milestone dates are realistic and documented, monthly forecasts are done accurately, project scope and budget are respected and ensuring project close out requirements are met.

Develops, defines, and maintains the standards, processes, and tools with guidance from senior colleagues. Monitors implementation of those procedures within the department. Develops and/or delivers elements of a strategic planning system with guidance from senior leadership. Identifies shortcomings, suggests improvements and implements approved revisions to current compliance processes, systems and procedures for project management function.


Ensures the effective management of human and financial resources by setting and evaluating team performance targets, promoting diversity and a healthy workplace, demonstrating the leadership competencies, respecting corporate human resources practices, promoting teamwork and individual development, maintaining internal communication, monitoring budget and expenditures, adhering to procurement guidelines, and accurately forecasting budget requirements for the fiscal year.


Qualifications and Experience

  • Bachelor's degree in Engineering or Architecture with 2 years of Construction Project Management experience, or Engineering or Architectural Technology Certificate with 4 years of Construction Project Management. An equivalent combination of formal training and related experience may be considered.
  • Proven ability to manage multiple programs and projects simultaneously either directly or through coordinating the efforts of others.
  • Knowledge of contract and change order processes is a requirement.
  • Intermediate to advanced knowledge of Microsoft Office, Microsoft Project software or other Project Management software required.
  • Excellent communication skills, both verbal and written, and interpersonal skills are required to tactfully deal with all stakeholders.
  • Organizational skills to manage many tasks with conflict
