The Senior Specialist, Policy Analysis plays an important role in shaping housing finance policy in Canada, helping to ensure everyone has a home they can afford. This role provides strategic expertise and advice in support of fundamental decisions that shape future directions. It involves working with a team of multi-discipline professionals from across the organization and guiding and coaching other team members to build robust policy proposals.

    What You'll Do

  • Lead cross functional teams in the development of policy recommendations relating to mortgage finance.
  • Advance the development of plans and strategies that align with government and corporate priorities. Provide subject matter expertise and tactical advice, guidance and support on topics relating to housing finance policy.
  • Prepare strategic correspondence, briefing materials, reports and policy proposals for internal clients, external stakeholders, CMHC's senior leadership and the Minister of Housing, Infrastructure and Communities.
  • Work closely with other orders of government and stakeholders to inform, guide and influence policy development. Maintain a strong understanding of the broader federal policy agenda and understand how housing finance policy fits into that framework.
  • Manage multiple projects of high priority under tight timelines, adapting and collaborating as necessary to deliver on commitments.
  • Support CMHC's participation in Senior Advisory Committee and Systemic Risk Surveillance committee, discussion forums for financial sector policy issues including financial stability and systemic vulnerabilities.
  • Contribute to the development of Macroprudential policies and strategic advice with CMHC's federal partners.
  • Conduct qualitative and quantitative analyses to assess impacts of different policy options and make evidence-based recommendations.
  • Lead and/or support senior-level interdepartmental and/or intergovernmental committees, working groups and forums, to build relationships and promote horizontal collaboration across federal departments and across other orders of government.
  • What You Should Have

  • A master's degree in a related field such as economics, finance, public administration, commerce or law.
  • A minimum of seven years of prior related experience in policy development and/or mortgage finance.
  • Demonstrated qualitative and quantitative analytical skills to develop policy options and assess expected outcomes.
  • Demonstrated thorough understanding of at least one area of mortgage finance (securitization, market stability, mortgage loan insurance, homeowner, or multi-unit lending).
  • Strong written and oral communication skills, including the ability to speak and write clearly and succinctly in a variety of settings and styles to communicate and defend messages and positions.
  • Demonstrated experience building and maintaining strategic relationships with multiple stakeholders, with adept political acumen.
  • Demonstrated experience leading cross functional teams in the advancement of initiatives.
  • It would be great if you also had

  • Deep understanding of the multi-unit space.
  • Extensive experience developing and delivering briefings, both written and oral, for senior executives or ministerial level.
