    POSITION SUMMARY: ONE YEAR TERM

    The Manager, Divisional Business Support will be responsible for the management of the Divisional Business Support Branch. This role supports three areas, the City Manager's Office, Corporate Services, and Communications, Service Regina & Tourism. You will oversee financial and budget management, operational and program planning, stakeholder relationship management, and people leadership. Your mandate includes managing and controlling the business support function for divisional leaders, setting long and short-term goals, performance data management, implementing process improvements, and ensuring adherence to operating policies and procedures. Additionally, you will collaborate with other departments to enhance operational processes and systems.

    KEY RESPONSIBILITIES

  • Contribute to the development of departmental long-term planning and annual plans.
  • Lead the development and implementation of the annual operational plan.
  • Develop policies, systems, procedures and monitor performance targets for the branch.
  • Coordinates the development of the Department Budget, providing support and direction to all branches for monitoring and variance reporting.
  • Ensures that there is timely and accurate forecasting and ongoing analysis of the Department/Branch budget and expenditures and where necessary, ensures proactive mitigation strategies are developed and implemented.
  • Ensures that financial management practices are aligned with City standards and practices, and where necessary ensures development of Department/Branch-specific financial management practices.
  • Provide advice and guidance to senior city leaders.
  • Build and foster cross-departmental/divisional relationships.
  • Develop an annual branch-wide workforce plan and provide leadership to branch staff.
  • Leads the execution of the department's Employee Engagement plan.
  • Monitor branch culture and productivity and intervene when necessary.
  • Ensure branch adherence to collective agreements and corporate policies, this includes participation in formal grievance and arbitration processes.
  • Identify operational risks and develop mitigation strategies.
  • Monitors and reports on performance targets.
  • Lead corporate safety initiatives and objectives within the branch.
  • KEY QUALIFICATIONS

  • A Bachelor's degree in a relevant field such as Business Administration or Public Administration, or a related discipline is typically required.
  • A CPA designation is considered an asset.
  • 5+ years in progressively responsible roles within finance, operations, and human resources field.
  • Knowledge of core financial management practices, performance/service delivery models, and human resources.
  • Knowledge of specific issues, trends, and challenges within the context of the broader Department and understanding of broader City operations.
  • Proficiency in business administration, information technology systems support, and customer services.
  • Familiarity with data management, data analysis, change management and process improvement methodologies.
  • Excellent communication, facilitation, and interpersonal skills.
  • Strong problem-solving and decision-making abilities. Responsible for conducting research (on models, policies, strategies, trends, best practices, and standards) and analyzing programs and their effectiveness, resource usage, products, best practices, and equipment.
  • Leadership experience in workforce planning and performance management.

  • WORKING CONDITIONS

  • The majority of work is undertaken at City Hall, involving attention to detail with typical computer work, phone use, reading, listening and note taking at meetings (in person and on Teams).

    Annual Salary: $88, $118,451.00
