About Our Opportunity:


An exciting opportunity exists to join the Department of Health and Wellness as a Program Manager for Physician Medical Education, within our Physician Services group.

Medical education is an essential element to the provision of the healthcare needed by Nova Scotians and is key to recruiting and retaining the best physician talent.

From expansion of family medicine training to the establishment of a new medical campus, to training the latest specialists, Nova Scotia delivers vital training and services to support all of Atlantic Canada.

Recruitment and retention initiatives are also maturing to ensure Nova Scotia continues to be a favoured destination.


In this position, you'll lead a team of professionals and are responsible for the overall delivery of a funding programs portfolio on behalf of the Government, in accordance with federal/provincial acts, regulations and/or negotiated agreements.

You are accountable for the strategic and operational leadership of these funding programs portfolio through direction, planning, evaluation, and implementation in accordance with the Act(s), Physician Services Agreement, Maritime Resident Doctors Agreement, Clinical Academic Funding Plan Agreement, and commitments held within said Agreements.

You will oversee work and represent the Department in complex multi-stakeholder initiatives, consultations, and negotiations with Maritime Resident Doctors (MARDOC), the Faculty of Medicine at Dalhousie University, Department of Advanced Education, Office of Healthcare Professional Recruitment, the Nova Scotia Health Authority and IWK, Doctors Nova Scotia (DNS), and the College of Physicians and Surgeons (CPSNS).


Program Managers provide principal support to negotiations, chair work groups/committees as required, are responsible for monitoring, evaluating, and improving funding programs and ensuring that accurate and accountable physician billing processes/practices and remuneration models are in place.

Additionally, they are expected to monitor/report expenditures and address trends and forecasts for funding program planning as well as assess the implications of new provisions.

Program Managers also play a key role in funding-related research, planning, development, and evaluation to inforM/Facilitate Physician Services' policy/program planning and issues management.


Primary Accountabilities:


As a Program Manager for Physician Medical Education, you will be accountable for your respective areas of responsibility (i.e., strategic physician resource management and policy development, Physician Resource Planning, Stakeholder Collaboration and Engagement, related strategy/programming/policy, etc.), ensure you are kept apprised of Branch programs and activities and build/maintain collaborative relationships within the province.


Key accountabilities include:

  • Directing the administration and operation of the programs by mitigating risks to the Minister by providing interpretation of policies, legislation, new initiatives and program revisions to the Physician Service team, other Branch members, external stakeholders (e.g., Maritime Resident Doctors (MARDOC), the Faculty of Medicine at Dalhousie University, Department of Advanced Education, Office of Healthcare Professional Recruitment, the Nova Scotia Health Authority and IWK, Doctors Nova Scotia (DNS), and the College of Physicians and Surgeons (CPSNS).) and our partner Medavie Bluecross;
  • Providing leadership within the programs by utilizing a broad knowledge of policies, programs and legislation to establish collaborative relationships within Government and service providers, ensuring mechanisms are in place for managers to monitor and report operational issues on policies, planning and solutions for identified issues;
