Description
The Saskatchewan Conservation and Development Association Inc. (SCDA) requires a highly motivated Project Coordinator to join our Saskatoon office's Agricultural Water Management (AWM) team.

Your impact on our organization will be significant in several ways:


Administration:

You will lead in administrating SCDA projects, including database file management, determining SCDA member eligibility, coordinating the development and distribution of member agreements, coordinating activities, and delivering meetings and programs.

You will provide support in planning SCDA project implementation of water compliance, involving the issuance of agricultural drainage approvals planning programs, under the oversight of the Program Manager.


Reporting:
You will prepare reports, conduct regular internal reporting, and administer all contracts with Technicians and Consulting Engineering firms.


Communication:

You will be an excellent communicator, regularly working with SCDA members, landowners, consultants, municipalities, Qualified Persons (QPs), Water Security Agency (WSA), and other agencies as required in developing and implementing water management compliance projects and grant funding.

You will work with contacts with limited knowledge of program scope, criteria, and legislation, and diplomacy, dispute resolution, and mediation skills are assets.


Mapping and Surveying:

You will assist with collecting and interpreting background data, Light Detection and Ranging (LiDAR) data sets, and assisting in field surveys and ground truthing by piloting a drone.

You will complete mapping exercises using Geographic Information System (GIS) and AutoCAD, including but not limited to developing easement drawings, boundary delineations, technical drawings, hydrologic analysis of drainage basis, hydraulic analysis of conveyance systems, and 2-dimensional (2D) flow modelling.

Reporting to the Program Manager, you will have significant responsibility for the support in the formation of Conservation and Development Area Authorities (CAAs

About Us:

The SCDA is a not-for-profit membership organization with over 100 CAAs and WAs as part of our membership.

Our organization works for its members and stakeholders to develop more efficient legislation, policies, and administrative systems that promote the effective management of surface water on Saskatchewan farmlands.

The SCDA takes an active role in establishing a cooperative working relationship with each of these groups.


You will work in the AWM team, mandated to assist SCDA members in bringing new and existing members into compliance with the Water Security Agency (WSA) Agricultural Water Management Strategy (AWMS).

Core Responsibilities:


  • Assist with forming new CAAs and WAs and bringing agricultural management projects to fruition.
  • Assist existing CAAs in compliance with their original approvals or obtain new approvals for unapproved onfarm works and other drainage.
  • Assist in returning dormant CAAs with works back into active status and ensuring these CAAs take ownership and responsibility for their works.
  • Support and promote WSA's AWMS.
  • Establish and maintain working relationships with SCDA members and stakeholders.
  • Work as a QP to support the AWMS and with other QPs as required.
  • Support other QPs within Saskatchewan as required in the delivery of their work.
  • Assist with collecting and interpreting background data as required to deliver projects successfully.
  • Review and interpret LiDAR data sets.
  • Assist with field surveys and ground truthing to augment and confirm LiDAR data.
  • Complete mapping exercises using GIS and AutoCAD, including but not limited to developing easement drawings, boundary delineations, technical drawings, hydrologic analysis of drainage basis, hydraulic analysis of conveyance systems, and 2dimensional (2D) flow modelling, supporting the development of drainage reports.
  • Conduct consultations with regulatory bodies and stakeholders.
  • Other duties, as requested by the Program Manager and the Executive Director
  • General care and maintenance of office and field equipment
  • General office organization and team approach to general office upkeep

Education:


  • Degree in Civil or Environmental Engineering and be eligible to register as a Professional Engineer (P.Eng.) or Engineer in Training (EIT) with the Association of Professional Engineers and Geo Scientists (APEGS) is preferred; or
  • Degree in Agronomy and be eligible to register as a Professional Agrologist (P.Ag.) with the Saskatchewan Institute of Agrology; or
  • A similar discipline with a background in agriculture; or
  • An equivalent combination of experience and training.

Skills and Qualifications:


  • Valid driver's license
  • A drone piloting licence would be an asset
  • Excellent communication skill
