Position Summary
Reporting to the Director of Financial Services, the Manager, Financial Planning is responsible for overseeing all corporate financial planning activities including budget development and monitoring, capital planning and funding models, cash flow and investment management, financial reporting and year end audit support.
This position is a key corporate leadership position with the responsibility for ensuring the implementation of standardized and sound financial management practices and to ensure the accountable and effective management of public resources.
The Manager, Financial Planning will foster a productive and efficient work environment through mentorship and teamwork and take a lead role in developing and implementing innovative and practical approaches to departmental and corporate initiatives.
Lead the corporate financial planning and budgeting processes and practices:
- Manage the preparation of annual operating and capital budgets for the corporation including coordination and review of all department submissions
- Maintain and update long term capital planning models including reserve funds and longterm debt models
- Manage and maintain cash flow analysis, investment portfolios and longterm debt issuance in accordance with established policies and provincial legislation
- Responsible for working with departments to monitor operating results as compared to budgets and other performance measurement criteria
- Prepare council reports, including quarterly operating reports, capital project closure reports, work-in-progress reports
- Support yearend audit preparation including yearend financial statements and other external reporting requirements
- Maintain tangible capital asset records and reporting systems
- Responsible for regular and ad hoc reporting to internal and external users
- Identify and implement process improvements, cost savings and best practices for overall organizational excellence
- Provide business support to departments in corporate budgeting, financial planning and business case analysis and ensure compliance with corporate financial policies and procedures
- Support the delivery of services to Utilities Kingston and other external boards and agencies
- Maintain an uptodate knowledge of Public Sector Accounting Principles and other relevant legislation
Responsible to ensure effective staffing for the division:
- Provide direct supervision, mentoring and development of staff, including recruitment, performance appraisals, salary reviews and discipline, as required
- Provide crosssupport to Manager of Accounting, as required
Other duties as assigned:
- Assist the Director, Financial Services with various special projects as required. In absence of Treasurer or Deputy Treasurer perform those duties where necessary
University degree in Finance, Business or a related field an asset
5 years progressive experience in a variety of accounting, budgeting, financial reporting and financial management areas (preferably in a unionized environment)
Experience in a leadership capacity an asset
Municipal government experience an asset
Professional accounting designation (CPA)
