About the Role


The District Manager, Vancouver reports to the Vice President, Operations and serves as the senior company representative directly accountable for the internal and external expectations of the people management and projects under their geographic portfolio.

The incumbent is responsible for significant forward-looking planning and strategy with regards to future work, market conditions, and alignment within the Infrastructure Divisional and Graham's overall corporate strategy.

Essential functions include leadership and resourcing of diverse teams, fiscal planning, financial accountability, Leadership of HSEQ, and a relentless focus on meeting and exceeding customer expectations while promoting and aiding future business and people growth in the BC marketplace.


Execution

  • Oversee the operations of multidisciplinary teams in the bidding and building of projects across the BC Region.
  • Support and empower Project Managers and other direct reports to execute projects through regimented planning for on time and on budget delivery.
  • Utilize experience in the bidding and execution of projects accordingly with location / market requirements.
  • Allocate resources between the key priorities of winning work and executing projects ensuring opportunity and progressive career growth for the district employees while managing the resources needs with counterparts within the Graham business.
  • Oversee recruitment, hiring, transfer, and performance of the district's staff.
  • Direct and supervise major proposals, presentations, and advertising materials for the district.
  • Engage Preconstruction in preparing, revising, and monitoring information regarding reports related to costs involved in developing project budgets.
  • Oversee the estimating efforts and process to support a measured business plan of profitable projects, while utilizing experience and expertise to determine and mitigate risks against the capabilities and capacity of the execution teams.
  • Oversee the strategic subcontracting for projects, which includes industry knowledge of scope review against available market partners, risk assessments, approval and final subcontract execution responsibility.
  • Oversee the process of determining the quantity of budget estimates / deliverables to clients.
  • Oversee project administration and operations, assessing and monitoring the quantity and quality of work and proactively preventing and addressing issues.
  • Own local relationships and communication lines with owners, subcontractors, and suppliers necessary to sustain and support business execution.
  • Reallocate resources accordingly to best accommodate project execution demands for profitable delivery.
  • Approve and communicate the performance standards and metrics against which teams will be measured.

Planning and Process

  • Adhere to the Operations Director role and responsibilities as it relates to governance and outlined in the Graham Management System (GMS).
  • Oversee the development of an organizational and responsibility matrix at the start of projects.
  • Direct and approve project resources required (e.g. people, tools, equipment, materials, internal and external services) and personnel assignments.
  • Oversee the review of contract documents with project participants to ensure terms are clear on deliverables, which will ensure project work will be completed on time and within budget.
  • Communicate objectives for critical milestones, budget, schedule, and client satisfaction measurements to project team members.
  • Oversee the development of regular status reports for company executives and project steering committees detailing status of projects and recommending actions to be taken
