This is a permanent, full-time position within the Corporate Services Division of Peterborough Housing Corporation. The position will report to the Director of Corporate Services.


Position Summary


Within a housing corporation of over 1,300 units and 40 staff, the Human Resources Manager will contribute to the overall strategic planning of the Human Resource function and work to positively influence the culture of the organization, with a particular emphasis on fostering positive relationships between the organization and its employees.

Reporting to the Director Corporate Services, your role will involve developing and implementing HR strategies, programs and initiatives that support business goals and foster a positive organizational culture through identification of talent needs, devise recruitment and retention strategies, and a focus on employee engagement and performance.

As the HR Manager, you will manage recruitment, performance management, talent management, succession planning, compensation, training, development, and labour relations.


Responsibilities

  • As the Human Resources lead, provide input to the Director of Corporate Services on longterm strategic priorities, programs, and policy issues for the organization.
  • Management of Human Resources functions within the corporation, including recruitment, selection, training and development, recognition, retention, and engagement.
  • Play a lead role in managing and fostering positive labour relations between the organization and the union.
  • Preparation of corporate policies and procedures related to all areas of human resource including Ministry of Labour, Human Rights, Employment Standards Act, Pay Equity, WSIB and other relevant legislation.
  • Communicate and interpret corporate policies relating to human resources to all staff.
  • Participate in the budget preparation process as it relates to Human Resources.
  • Oversee the development and maintenance of a human resource information system (HRIS).
  • Oversee the development and implementation of organization wide performance management process and tools, based on organizational needs.
  • Manage and coordinate the job evaluation and pay equity processes through the Job Evaluation Committee.
  • Providing leadership and coaching to nonunion employees, Managers, Directors, and the CEO in all areas of labour relations.
  • Lead the collective bargaining team in the development of collective bargaining proposals and strategies for bargaining with the union.
  • Provide advice and guidance to management as needed during collective agreement negotiations.
  • Identify learning and development needs in the organization through job analysis, annual engagement surveys and regular consultation with directors, managers, and employees.
  • Provide leadership to the effective implementation of organization wide policies and programs.

Qualifications

  • Certified Human Resources Professional/Leader (CHRP/CHRL) designation is preferred.
  • 57 years of progressive experience in a human resources environment.
  • Labour relations experience working with unions, collective bargaining, and grievance administration.
  • Strong knowledge of ESA, Human Rights code, Pay Equity, WSIB and any other relevant legislation.
  • Proven management skills normally acquired through several years of supervisory experience.
  • Experience interpreting, managing, and forecasting budgets.
  • Excellent organizational skills and ability to work independently under pressure with speed and accuracy, to meet deadlines and manage multiple tasks simultaneously and accurately.
  • Excellent communication and interpersonal skills and the ability to relate effectively to staff.
  • Valid driver's license and be insurable.
  • Police and Vulnerable Sector check required.
