The Manager, Learning and Development identifies, develops, and delivers learning solutions that target key business priorities.


Responsibilities:

Below are the main job requirements and responsibilities for the Manager, Learning and Development.

  • Leads, manages, and coaches staff and project teams to design innovative, practical, costeffective learning solutions that that meet national standards and are delivered on time and on budget.
  • Consults with business leaders to identify their employee's most critical learning needs and design and deliver effective learning solutions that meet these needs. Provides strategic recommendations to business leaders in their prioritization, budgeting and deployment of learning programs within their operations.
  • Contributes thought leadership and best practices to the learning team to improve both the effectiveness and efficiency of learning companywide. Makes informed decisions on complex issues arising through all phases of the ADDIE framework, ensuring consistency with strategies, priorities, and processes. When established procedures and alternatives do not exist, identifies innovative and successful means to make decisions and to exercise good judgment.

Job Responsibilities (continued):


  • Creates, grants and manages supplier request for proposals. Manages external suppliers to facilitate the delivery of high quality learning programs within sourcing management policies and according to the agreed upon timeline, budget and quality.
  • Manages all costs associated with the design and development of learning solutions associated with portfolio including suppliers AV, graphics, translation, material production, and distribution.
  • Monitors and assesses training portfolio and impact of learning solutions on business goals and revises learning strategy (including budget) as required to improve both the effectiveness and efficiency of training.

Qualifications:


Education

  • Completed postsecondary, preferably in a related field such as education, organizational development, psychology, sociology, business, or Human Resources.

Experience

  • 3 to 5 years of relevant functional experience.
  • 2 or more years' experience in a supervisory capacity.
  • Proficient computer skills and competent with Microsoft Office programs.
  • Excellent team building and leadership skills and experience.
  • Sound organizational, analytical, judgement and decisionmaking skills with proven abilities in problem solving.
  • Strong interpersonal skills with an ability to build and maintain relationships.
  • Strong oral and written communication skills.
  • One or more years of experience in a unionized environment an asset.
  • Professional certification in the Training and Development discipline would be an asset.
