The Lead, Health System Quality and Evaluation reports to the Provincial Director and is responsible for the leadership, strategy, development, and management of Stroke Services BC's (SSBC) quality program including data and analytic strategy development and deployment, Stroke Quality Standard implementation and reporting, and strategic clinical initiatives evaluation.

The Lead recommends short
- and long-term goals and objectives for SSBC, including policies, processes and resource allocation, to the Provincial Director, and develops, integrates and promotes the established quality and analytic strategy on behalf of SSBC. The Lead oversees data analytics, and interprets data to guide policy recommendations, and identify quality improvement and funding priorities to the PHSA. The Lead represents SSBC and PHSA at the local, regional, provincial and national level in the development of quality measures related systems, programs and initiatives.


What you'll do

  • Leads the development and oversight of SSBC's quality program, including the provincial data and analytics strategy in consultation with the Provincial Director.
  • Oversees the implementation of provincial Stroke Quality Standard indicators including strategic development of novel indicators, and reporting strategy in consultation with regional health authority partners and provincial stakeholders
  • Establishes and enhances SSBC related health system performance monitoring and reporting as well as key performance indicators, scorecard and reporting processes
  • Develops and evaluates processes, structures and policies to embed a culture of continuous quality improvement within strategic priorities and across initiatives with partners across the health system of care.
  • Leads strategic program teams, related working groups, and advisory committees to achieve targeted goals/ objectives of strategic programs and related projects, and to build and strengthen relationships with key stakeholders.
  • Manages relevant registr(ies) ensuring comprehensive surveillance by establishing and preparing strategic plans, goals, objectives, standards, policies, procedures, and identifying new initiatives for program development, operation and promotion. Strategic decisionmaker for design and expansion of the registr(ies) including communication with internal and external stakeholders to ensure design, operability and data standards align with national and international standards.
  • Participates in the integration, collation and maintenance of program data from a variety of sources. Ensures data comparability and provides input regarding data definition, inclusion and future development. Analyzes, interprets results and trends, and summarizes data to support utilization, system and program planning, quality improvement and assurance, research, and other initiatives. Coordinates and participates in regional, provincial, and national projects.
  • Develops and manages operational and capital expense budgets related to the stroke registry and/or other relevant initiatives in consultation with the Provincial Director. Monitors and controls expenditures, allocates resources, approves actions and initiates corrective action or justifies nonadherence to budget. Prepares documentation including budget uplift proposals for submission to the Provincial Director to review and take forward.
  • Ensures that data quality is monitored and validated; initiates and evaluates improvements. Develops infrastructures and platforms to make the data useable for internal and external stakeholders and leads the analysis at the provincial, regional or local level, interpretation, provincial rollup and dissemination of data to direct policy, practice and decisionmaking.
  • Provides leadership and guidance in analytics and information management activities, establishes methodology for the identification and analysis of key indicator information to evaluate outcomes against identified goals. Supervises the analysis of data to identify utilization management priorities, trends and quality improvement. Summarizes and interprets data to support SSBC to guide policy recommendations and identify funding priorities to the PHSA.
  • Attends and participates in programrelated committees at a local, regional and national level. Identifies and evaluates new initiatives and partnership opportunities with the assistance and advice of the Medical and Provincial Director and subcommittees.
