Role Summary:

The Manager of HSE provides direction and initiative for the overall Health, Safety and Environmental culture of the organization.

He/She ensures the appropriate Policies, Procedures and Protocols are in place to support the strategic direction of the Health, Safety and Environmental objectives.

This is a head office position with frequent travel to our site locations to ensure our Teams are fully supported regarding our HSE Management Systems.

This position oversees Senior HSE Leads and supports front line HSE personnel as well as working closely with multi-disciplined teams to provide HSE related services and direction to the team in an effort to continuously improve Bouchier's HSE performance.


Primary Responsibilities:


  • Promote and implement HSE systems to ensure proactive management and continuous improvement in operational performance
  • Encourage the integration of HSE activities as an integral part of doing work
  • Measure the competency of workforce against key HSE standards, procedures and practices and recommend areas for improvement
  • Maintain a good working relationship with the jurisdictional regulators
  • Enhance the HSE competency of the workforce
  • Manage to industry best practices and client expectations
  • Document, maintain, communicate HSE policies, standards, procedures, and best practices
  • Support in the development, implementation and analysis of health and safety reporting systems
  • Provide technical assistance during incident investigations to identify root causes of incidents monitor followup actions to ensure they are completed in a timely manner and share outcomes with the organization
  • Benchmark HSE statistics
  • Track and communicate HSE performance
  • Review and update policies, procedures, and work practices in accordance with policy development and objectives
  • Recognize and reward HSE excellence
  • Maintain and support COR Certification and thirdparty governance such as ISNETWORLD, AVETA, COMPLYWORKS, CANQUAL, etc.
  • Promote HSE goals and objectives within all the business functions
  • Assist in the development of annual safety performance objectives and targets
  • Assist in department business planning and management to ensure that safety issues are integrated into daytoday activities and incorporated into longterm plans
  • Regular Corporate Reporting and Presentations on progress
  • WCB Case Management & Disability Case Management

Minimum Education & Experience Required:


  • Postsecondary education/certification in Occupational Health & Safety
  • Minimum 510 years' work experience directly related to field process safety issues associated with the upstream oil and gas or Oil Sands industry or Heavy Construction
  • High level of working knowledge and experience with Provincial legislation, safety related requirements in interpreting OHS regulations and safety codes
  • Strong interpersonal skills and communication skills are a must
  • Selfmotivated with excellent organization skills
  • Demonstrated ability to interface with clients effectively
  • Proven WCB case management knowledge and experience
  • CRSP/CHSEP is considered a strong asset or working towards
  • Ability to work and interact with people from diverse backgrounds is a must
  • Ability to identify problems/issues, and generate new solutions to complex problems
  • Extensive knowledge of all relevant OH&S regulations and safety codes, and exceptional ability to interpret and communicate them
  • Must be selfmotivated with excellent organization skills
  • CSTS and OSSA Regional Orientation or OSSA BSO (Basic Safety Orientation before December 31,
