Description
The GO Expansion program is the largest transit infrastructure program in Canadian history.

The GO Expansion Program will transform rail services in the Greater Toronto and Hamilton Area (GTHA), providing two-way all-day GO train service and improved passenger experience with quieter and faster electric locomotives.

The GO


Expansion program includes Early Works, Off-corridor station and infrastructure upgrades, as well as an On-Corridor program to deliver new tracks, platforms, facilities, grade separations and electrification.

The MCS team is partnering with partnering with Metrolinx to deliver the GO Expansion program. MCS' mission is to transform Ontario's GO Rail Network into a Rapid Rail System through the delivery

of the GO Expansion Program and to provide exemplary support to Metrolinx. The MCS Program

Delivery Partner (Delivery Partner) team will achieve this by facilitating Metrolinx's creation of an

outstanding organizational capability for program management and, simultaneously bring our global

and local expertise to the direction and successful delivery of the GO Expansion program.

Key Accountabilities & Responsibilities

  • Reporting to the Stations Vice President, the Owners Representative Director
  • Stations will provide project management and leadership to the two Alliance delivered new stations on the GO Expansion Program.
  • This position manages a team of Metrolinx staff, consultants and contractors to deliver capital railway station infrastructure projects encompassing the planning, design, procurement, construction and commissioning phases, and in accordance with approved timelines, budget and project deliverables.
  • They will utilise their previous experience to drive a culture of best practice for health, safety, wellbeing, and quality.
    What will I be doing?
  • Provides strategic, tactical and collaborative leadership and direction to deliver two large‐scale, multi stakeholder, capital infrastructure stations projects through alliance contracting models.
  • Works hand in hand with the VP GO Expansion Stations Capital Delivery to lead all aspects of project delivery including scope, cost, schedule and quality management, and provides support as required to deliver the mandate
  • Leads a high performing team in the delivery of station infrastructure projects on behalf of the VP GO Expansion Stations Capital Delivery, encompassing construction, commissioning, and deployment into operational service (e.g., tracks, grade separations, stations, platforms, parking, train support facilities) in accordance with corporate project management standards, procedures, controls and environmental requirements to minimize the impact on train service and to maintain a high level of customer service.
  • Provides senior level leadership oversight and direction to employees and vendors engaged in
- interdependent project teams (e.g., defines team member roles, responsibilities, and expectations);
  • Lead the developing project delivery strategies while providing overall administrative and technical leadership and oversight to capital projects consisting of multiple capital corridor infrastructure projects to ensure consistency and coordination of efforts and successful completion of the program.
  • Integrates corporate requirements, commitments and initiatives into projects, including design requirements, environmental assessment conditions, community and municipal commitments, Passenger Charter, design excellence, and property acquisition conditions.
  • Collaborate with other Metrolinx stakeholders to incorporate requirements, and ensure projects within CPG are implemented consistently, efficiently, safely, and in a coordinated manner.
  • Oversee consultants and contractors in the delivery of scope of work, as defined in respective contracts, ensuring that corrective action and escalation is initiated when necessary.
  • Manage project scope/requirements changes; handles change orders with contractors, including negotiating, processing and assessing cost and schedule impacts; ensures all are clearly identified and approved before progressing, and ensuring contract documents reflect addendums issued.
