Adoption and Permanency Branch provides information and resources to Ministry of Children and Family Development (MCFD) and Indigenous Child and Family Services Agency (ICFSA) staff with Guardianship and Adoption Delegation to ensure that best practices are followed in the delivery of adoption and permanency planning services for children and youth who are in the continuing care of MCFD and ICFSAs.

As part of these responsibilities, the Branch ensures that frontline staff are familiar with provincial and federal laws and United Nations conventions that protect the rights of children and youth, to ensure children and youth are involved in decisions that affect them and that their rights are upheld.


The Branch also supports the practice of MCFD and ICFSA staff with Guardianship and Adoption Delegation who carry out adoption responsibilities and provides services to adopted persons.

The Branch licenses and monitors adoption agencies through the Provincial Director of Adoption and operates several post-adoption registries.

The manager co-leads the development and implementation of the ministry's provincial Adoption and Permanency Branch programs and services.


Job Requirements:


  • Bachelor's Degree in Social Work or Child and Youth Care OR Master's Level Graduate Degree in Counselling, Clinical Psychology, or Social Work AND
  • Minimum 5 years child welfare practice or child welfare practice support experience with a focus on any of the following areas: domestic and intercountry adoption, guardianship, resources, family service or Child Protection AND Minimum of 2 years of supervisory experience [within the last 5 years] providing direct leadership and clinical supervision.
  • Experience with public speaking and facilitating presentations, with strong oral and written communication skills.
  • 2 or more years of adoption experience in a senior social services worker, team leader or manager role.
  • Experience mediating and resolving conflicts related to intercountry adoptions.
  • Experience working with Indigenous communities (First Nations, Métis or Inuit). Applicants who selfidentify as Indigenous (First Nations, Métis or Inuit) with the required combination of education and experience.
Provisos /Willingness statement(s)

  • Must possess and maintain a valid Class 5 BC Driver's License with no restriction or equivalent (i.e., from another Canadian Province).
  • May be required to work evenings or weekends.
  • Occasional travel within the province, as necessary, is a requirement; therefore, transportation arrangements must meet the operational requirements of the ministry. May be required to use your own vehicle, with appropriate insurance, on an expense account basis.
