About Our Opportunity:
The Research and Stats Officer (Policy Analyst) provides dedicated policy support to the Safety Branch and is accountable for identifying and analyzing policy issues and options arising from major strategic initiatives and business and operational plans in the branch.
As the Research and Statistics Officer, you will be responsible for conducting research, jurisdictional scans and developing briefing and issues notes to support decision making.
The Research and Stats Officer attends workplace safety strategy implementation committees and planning committees to identify, advise and report on policy issues arising from program development initiatives that may impact existing policy or require new policy development in priority areas such as leadership, safety culture, small and medium-sized businesses, education and training, inspection and enforcement and performance management and measurement.
Primary Accountabilities:
With broad guidance, the Research and Statistical Officer leads specialized and complex statistical research and program analysis resulting in the development of outcome evaluation frameworks, and policy and program options.
The position ensures the department has reliable and relevant data, research and evaluation information to inform the department's strategic policy and program objectives.
Key Responsibilities
- Formulate policy and program recommendations and solutions based on expertise in research and analysis. This includes determining and designing research approach.
- Provide analysis of policy options and present summaries, analysis, recommendations, and reports on a variety of complex issues, programs and services.
- Prepare reports, presentations, and briefing materials for senior leadership.
- Determine data requirements and design collection procedures to gather and analyze data, ensuring accurate and privacy compliant collections, storage, access, and retrieval. Support policy and program review through statistical analysis.
- Lead the design of performance and system outcome measures, accountability reports and key performance indicators.
- Prepare high quality written documents that capture the essence of complex issues and distill that information into materials that can support decision making.
- Conduct best practice research on trends, impact analysis and tools that can be applied to analytics and options development.
- Demonstrated creativity and a collaborative approach in working with interdepartmental teams, key partners e.g. WCB and other jurisdictions on various current and emerging safety issues.
Qualifications and Experience:
To be successful in this role you have a Bachelors Degree plus 5 years of related experience or an equivalent combination of training and experience.
You have demonstrated research and analytical skills.
You have strong communication skills both written and verbal, and well-developed presentation and facilitation skills.
You demonstrate the ability to establish solid working relationships and experience working collaboratively with a diverse group of community partners.
You are proficient using Microsoft Office programs, specifically with Microsoft Project, PowerPoint and Excel and extremely comfortable with a wide variety of software and adept at learning new software packages.
