Federated Co-operatives Limited (FCL) is hiring a Low Carbon Regulatory Operations Lead on a full-time permanent basis on our Supply & Distribution team.

This position is a hybrid or remote opportunity and is based in Regina, SK.

What you'll do:


  • Monitor provincial and federal renewable fuel blend percentages vs required obligations to ensure FCL complies with government mandates in all regions and jurisdictions (federally & provincially).
  • Provide forecasts on compliance status and identify opportunities for blending optimization to support refinery utilization while minimizing compliance costs.
  • Oversee preparation of annual renewable fuel reports prior to internal final approval and submission to government agencies (Provincial and Federal).
  • Oversee implementation of compliance strategy by providing direction to commercial team on renewable fuel volumes and carbon intensity requirements.
  • Support Supply & Trading with commercial activities related to compliance obligation and credit trading (renewable fuels, coprocessing feedstock).
  • Provide support to the Product Supply Manager to ensure all low carbon compliance aspects are considered in commercial supply agreements.
  • Develop and maintain financial models to calculate cost of credit generation and compliance obligations for use by Supply & Trading.
  • Lead commercial activities on trading (aggregation) of sufficient BC Low Carbon Fuel Standard and Federal Clean Fuel Regulation credits to ensure compliance.
  • Represent FCL at federal or provincial government consultation sessions regarding potential regulatory changes.

You will work closely with the Supply & Trading team (Analysts, Traders, Optimization Coordinator, & Manager) and will report into the Director, Supply & Distribution.

You will work closely with other functions in our Supply Chain, Energy & Ag, and Manufacturing business units and collaborate across the organization with teams such as Energy Roadmap, Refinery Operations, and Petroleum Marketing.

Who you are:

You are looking for a career in Supply Chain and:

  • Have 8+ years of relevant progressively responsible experience in supply and trading with a focus on regulatory compliance in the oil & gas (transportation fuels)/alternative energy industry is required.
  • Have a bachelor's degree in engineering, applied science, or equivalent from a recognized institution a combination of relevant education and experience may be considered)
  • Are proficient in Microsoft Word and Excel.
  • Have excellent organizational, communication, interpersonal, and analytical skills.
