JOB SUMMARY:


Traffic Operations oversees the installation, operation and maintenance of the City of Ottawa's computerized traffic signal surveillance and control system, the construction, installation and repair/replacement of traffic control apparatus, and signage design and construction in accordance with City plans, policies and MTO regulations to ensure optimal safety of pedestrians, cyclists and motor vehicle passengers/drivers and traffic flow.

You are responsible for planning and managing the day-to-day delivery and operations of Traffic Signal Design & Coordination.

Your responsibilities encompass a range of programs, services, projects, and activities that includes the installation and reconstruction of traffic signals in coordination with road construction and intersection modification projects, overseeing the installation, modification, maintenance, and repair of various traffic management systems, including traffic signals, cameras, and red-light cameras.

The job also entails the civil engineering aspects of traffic signal design, covering elements such as flashing beacons, overhead sign support structures, underground traffic plant, vehicle detectors, variable message signs, and directly related signage and pavement markings.


You are also responsible for managing the unit's human (including contracted services) and financial resources, and stakeholder and partner relationships.


EDUCATION AND EXPERIENCE:

Completion of a 4 year university degree in Civil or Electrical Engineering or other related field.


8 years of related experience in managing the operations of a large municipality including traffic operations and signals design and maintenance, including a minimum of 4 years in the management of human and financial resources.


CERTIFICATIONS AND LICENCES:

Licensed Professional Engineer (P.Eng.) with Professional Engineers Ontario (PEO)


KNOWLEDGE:


  • Demonstrated knowledge of municipal, provincial, and federal legislation and Acts, regulations, and bylaws, such as The Highway Traffic Act, and the Ontario Traffic Manuals
  • Strong knowledge of the capital budgeting process
  • Traffic Signal Design Techniques
  • The City of Ottawa's organizational, governance and administrative structures
  • Legislation, regulations, policies, standards and guidelines relevant to the work
  • Industry trends and developments
  • Business administration concepts, theories, principles and methodologies
  • Corporate policies, guidelines and practices
  • The various Collective Agreements in place at the City
  • Understanding of the programs/services and operations of other City areas, and the interrelationships between them and own work area
  • MS Office 365, CADD, SAP
  • Must be familiar with applicable health and safety legislation, have knowledge of any potential or actual danger to health or safety in the work place, and have knowledge of appropriate actions to be taken in order to ensure the health and safety of staff in accordance with applicable legislation and City policies and procedures
