JOB SUMMARY:


You are responsible for the delivery of a range of technical and approval services related to the enforcement of the Ontario Building Code Act and all applicable laws, particularly zoning and related development by-laws, the Development Charges Act and related by-laws.

You provide responsive, comprehensive, expert, professional advisory services within set timeframes to applicants, the building industry, legal representatives and professional consultants, the public, branch management and staff, including Building Officials for all buildings and construction projects regulated by the Building Code Act and the Ontario Building Code.


EDUCATION AND EXPERIENCE:

Completion of 3 year community college diploma as a Civil or Architectural Technologist

Minimum of 5 years of experience in land development and/or building construction or building regulatory field


KNOWLEDGE:


  • Demonstrated knowledge of the performance standards set out in the Zoning By laws, including the calculations for the floor space index (FSI), provisions for non conforming rights, permitted uses, parking requirements, restrictions for yards and building height, and the related development approval processes associated with site plan and subdivision approvals, controls on demolition and heritage properties, and park and/or development levies payable
  • Demonstrated knowledge of various land use (provincial and local) legislations (e.g. the Planning Act, the Heritage Act, the Development Charges Act, the Site Plan Control Bylaw, Demolition Control Bylaw, the Zoning Bylaws, the Development Charges Bylaws and the Stormwater Development Charges Bylaws, Cash in lieu of Parkland or Cash in lieu of Parking Bylaws, etc.)
  • Demonstrated knowledge of various processes related to the land use, including processes related to Committee of Adjustment and Ontario Municipal Board decisions
  • Knowledge of the Building Code Act and the Ontario Building Code
  • Demonstrated knowledge of construction drawings, including architectural, structural, mechanical, electrical and geotechnical drawings and specifications
  • Demonstrated research and analytical skills

  • Advise expertly on the interpretation and implications of the permitted uses and performance standards of the Zoning Bylaws, other landuse related bylaws, the Development Charges Bylaws and the Stormwater Development Charges Bylaw
  • Review construction plans and specifications for intent to comply with the Zoning and related By laws
  • Prepare clear and concise reports; write detailed reports and present technical information in formats conducive to various audiences
