To be considered for this position, applicants must possess the following minimum qualifications:

  • Post-secondary degree or diploma in Administration or related field,
  • Minimum 3 years of office administrative experience,
  • Proficient in Microsoft Office,
  • Excellent typing and computer skills,
  • Excellent customer service skills,
  • Conflict resolution skills, ability to deal with angry and aggressive customers,
  • Demonstrated interpersonal and communication skills,
  • Experience on a switchboard would be an asset,
  • Experience working in a municipal election would be an asset,
  • Business Licensing and Lottery Licensing experience would be an asset.

Summary of Position:

To manage various licensing programs of the City and provide research and administrative support for the Clerk's Department.


Duties and Responsibilities:

1.

Manage the following licensing programs:
a. Insurance Program

  • Responsible for working with department heads, the City Insurance Adjuster and Broker, third party insurers, and members of the public to resolve insurance claims. Responsible for annual reporting of claims and incident reporting to City Departments.
b. Business Licensing Program

  • Responsible for working with members of the public, Southwest Public Health, Woodstock Fire Department, Building and Bylaw Department, and other parties to ensure businesses and events comply with the City of Woodstock Municipal Code. Proactively connect with new and existing businesses to ensure licensing requirements are met.
c. Lottery Licensing Program

  • Responsible for working with applicant organizations to ensure the rules and regulations of the Gaming Control Act and AGCO Lottery Licensing Manual are complied with.
d. Liquor Licensing

  • Responsible for working with members of the public, Southwest Public Health, Woodstock Fire Department, Police Services, Building and Bylaw Department, and other parties to ensure businesses comply with the Liquor License Act.
e. Vehicle and Radio Licensing

  • Responsible for working with departments with fleets to ensure insurance, stickering, and radio licensing requirements are up to date on an annual basis.
  • Conduct research on various topics and legislative matters

This entails:
a. Assessing the current condition of City programs or practices.

  • Review program mandates, Municipal Code chapters, bylaws, and other relevant material.
  • Collect and/or review data to derive patterns, trends, and analysis.
  • Collect information on current practices from relevant staff.
  • Conduct gap analyses.
b. Reviewing and interpreting provincial regulations, various acts, and the City of Woodstock Municipal Code

c. Conducting jurisdictional scans of area and/or comparable municipalities

  • Connect with other municipalities, professionals, and organizations within the appropriate jurisdiction to collect information on their programs, practices, and experiences.
d. Summarizing findings and making recommendations for consideration


  • Provides support for the municipal responsibilities of the Freedom of Information Coordinator under the Municipal Freedom of Information and Protection of Privacy Act

This entails:

  • Review responsive material and make necessary redactions.
  • Provide necessary copyright notices.
Assists the City Clerk or designate in the municipal election administration process with the following:
a. Issue and receive nomination forms,

b. Coordinate of the hiring of election personnel,

c. Book voting locations,

d. Process election related correspondence,

e. Respond to voter inquiries,

f. Supervise roving polls,

g. Assist in the general conduct of the election.

Provides administrative and clerical services in the Clerk's Department including but not limited to the following:
a. Drafting correspondence, forms, minutes, agreements, and agendas for Council's Committees and Boards as assigned,

b. Drafting agendas and providing support for City Council meetings in the Council Services Clerk's absence,

c. Maintaining and updating information on the City of Woodstock website,

d. Creating and maintaining forms on the City website, including online payments.


  • Provides back up and vacation coverage for the Switchboard Operator, as required.
  • Assists in training of other staff members in the Clerk's Department.
  • Is appointed Deputy Division Registrar of births and deaths by the Registrar General and may register birth registrations and death certificates in accordance with the Vital Statistics Act.
  • Is appointed Deputy Issuer of Marriage Licenses by the Registrar General and may issue Marriage Licenses in accordance with the Marriage Act.
  • Acts as a Commissioner for taking oaths.
  • Performs other duties as assigned from time to time.
Salary rate is $ $31.08 per hour as per Schedule "A" of the collective agreement. This is a full-time Monday - Friday 830am-430pm (in person) opportunity, with extended benefits and defined benefit pension
