Applications are invited for the position of Policy Advisor in the College Operations Division, located at the Welland Campus. The salary range is $85,529 to $106,911 for a 35-hour work week. Additional hours may be required as necessary.

Reporting to the Senior Vice President, College Operations, the Policy Advisor is responsible for Niagara College's policy portfolio.

This position oversees and leads the overall policy development process; briefs stakeholders on the requirements of the policy framework; chairs the College Policy & Procedure Committee; responds to inquiries and provides advice, analysis, research, and strategic recommendations to senior management regarding compliance; and ensures policies and procedures are aligned and support Niagara College's vision, mission, and values.


Responsibilities include, but are not limited to:

  • Leads policy development and initiatives including research, collecting and managing input, and articulating alternatives and recommendations to stakeholders and the senior leadership team
  • Chairs the College Policy & Procedure Committee advising on policy creation and revisions in response to updated regulatory compliance, legislation, industry best practices, stakeholder consultations, and/or recommendations of the senior leadership team
  • Research, develop, and draft new or revise current policies, procedures, forms and related documents ensuring they are comprehensive and appropriate for the intended audience
  • Identify and recommend solutions for policy and systems enhancements, with a focus on efficiency, integration, modernization, and compliance with various government regulations or directives
  • Maintain a comprehensive policy database of document status, crossreference information, and review cycle
  • Remain current with emerging trends in policy, legislation, and directives to ensure compliance
  • Research, analyze, and interpret impact of legislative changes and ministerial directives making recommendation(s) on appropriate course of action

Qualifications:


  • Four (4) year degree in Business, Communications, Social Sciences, Public Administration, or a related field of study
  • Minium five (5) years experience leading and conducting strategic policy development and planning in a complex, multistakeholder environment
  • Ability to research, identify, gather, analyze, conceptualize, and interpret policies, processes, and other multifaceted information from a variety of sources and develop recommendations
  • Expert knowledge of provincial/federal policy and legislative framework
  • Strong written communication and presentation/facilitation skills
  • Teamoriented leader with excellent consultative and diplomacy skills
  • Excellent organizational/time management skills with the ability to multitask and meet tight deadlines
  • Effective ability to adapt and learn quickly, in an everchanging environment, keeping current with changing legislation, policies, and best practices
  • Sound knowledge of Ontario's broader public sector, and specific knowledge of the postsecondary education/College system considered an asset
