**THE OPPORTUNITY:
- **This is a procurement for one (1) Change Management Consultant as further described in the Requisition and
section 3 of this RFP, to work on the Island Health IHealth project. This Requisition is for mainly remote work, some
onsite presence may be needed for key engagements/meetings with availability Monday to Friday from 8:00am to
5:00pm Pacific Standard Time.
2.1 Project Context
Island Health is continuing to progress the IHealth initiative by expanding the implementation of Computerized
Provider Order Entry (CPOE) in tertiary sites, activating next in Victoria General Hospital (VGH) and Royal Jubilee
Hospital (RJH).
The CPOE stream encompasses the implementation of guided electronic ordering for diagnostic tests, medications
and specialist referrals. Medication safety focuses on closed loop medication management, including bar code
medication administration and includes interaction checking, medication reconciliation and electronic management
of medication histories.
The IHealth team and senior clinical and medical leaders have agreed that Victoria General Hospital (VGH) will go
live in mid-February 2024 and Royal Jubilee Hospital (RJH) will go live in mid-March 2024 with CPOE and a "closed[1]loop" medication administration and management system.
Centre (SISC) will activate with VGH. Activation of similar EHR functions will follow at other sites throughout Island
Health, on a schedule to be determined
2 Background
IHealth is a quality improvement-focused transformation within Island Health. It is all about patient-centered care
and improved provider experience:
- Supporting quality, safe patient care
- Creating consistency across sites and systems
- Helping to decrease the risk of medicationrelated errors
achieving this is by expanding our use of the Electronic Health Record (EHR).
The EHR, developed in partnership with Oracle Cerner, is a recording and reporting tool, enabling electronic health
documentation, communication, scheduling, ordering and standardization, and decision-making.
A singular, fully electronic health record empowers staff, physicians and patients to be better informed, with
increased efficiency and accuracy. Island Health's primary goal in introducing the IHealth initiative is to improve the
health of Island residents through real-time information/data to support safe, quality, personalized, integrated care.
2.3 Scope
The anticipated term of this opportunity is from an available start date of July 17, 2023 to an anticipated end date of
March 31, 2024 with an option to extend the hours as needed. All proposed Consultants must be available to start
within 10 days.
Scope of the work includes:
- Support strategic change management across the breadth of IHealth projects.
- Integrating "best practice" change management into the project delivery.
- Conducting readiness and impact assessments.
- Providing process mapping, engagement planning, and resistance management.
- Coaching leaders and managers, and providing guidance and advice on how to align change management
- Providing strategic direction and operational support to "Adoption journey" for transition to electronic
recruitment and preparation, learning and education of medical and clinical, nursing and allied health staff.
The maximum contract value (exclusive of any applicable taxes) including expenses and travel (if applicable, and
requiring prior approval by Island Health) may not exceed $250,000.00 Canadian Dollars. Island Health will not be
accepting expenses for this opportunity. Successful Proponents are expected to have their own computer
equipment to conduct the work and Island Health may provide access to some requirement software as needed

3.1 Consultant Qualifications
Skill Sets and Qualifications for Change Management Consultant:
- Knowledgeable about change management methodologies and best practices,
- Familiar with use of advanced electronic health record systems, health care processes and settings,
- Understanding of employee engagement and strategic communications,
- Experience in managing large-scale change in a complex, multi-layered organization.
