POSITION PURPOSE


Reporting to Manager, Growth Economics and Finance, is responsible for Development Charge Policy and Modeling functions; making policy recommendations related to the financial impact of growth, including development charges, growth forecasts, and potential new revenue sources; conducting research and developing the financial modelling and policy analysis necessary to support that advice; preparing reports and presentations to Council and Senior Management and defending those recommendations, as required.


MAJOR RESPONSIBILITIES

  • Interprets legislation and their implications on growth and its related financial impact, provides advice, develops responses and prepare for any appeals to the Region's Development Charge Bylaws.
  • Prepares background Studies and the Regional and areaspecific Development Charge Bylaws including working with internal and external stakeholder, as required.
  • Provides input into the Master Plan updates and growth management studies conducted by the Region, as required.
  • Develops recommendations for submission to Council regarding development charge related issues
  • Working with the Manager, develops recommendations and provides research and analytical support on complex issues.
  • Leads the preparation of Development Charges Background Studies and the Regional and areaspecific Development Charge Bylaws including working with internal and external stakeholder, as required.
  • Develops recommendations for submission to Council regarding development charges related policies, the financial impact of growth, treatment of development charges by the Region and potential new revenue sources for the Region.
  • Working with the Manager, develops recommendations regarding growth management regulations and implementation by providing research and analytical support.
  • Conducts policy research and reviews regarding population and economic factors and their impact on revenues. infrastructure needs and the Region's finances.
  • Develops, maintains, and ensures the accuracy of complex financial models used to support the development charge rate calculation and the longterm financial forecasts used in the Development Charge Background Studies including any proposed changes to the Bylaw, as well as the Region's Debt Management Plan.
  • Provides advice regarding the capital budget envelopes and development charges funding splits on capital projects for the annual corporate budget.
  • Develop robust methodologies to forecast short and longterm development charge collections, residential and nonresidential growth within the Region and estimate the financial impact of growth, including modelling the impact of potential changes in provincial legislation and/or Regional policies.
  • Quantifies annual development charge collections, short and longterm residential and nonresidential growth within the Region.
  • Communicates and coordinates with internal Departments, and external institutions, municipalities, lawyers, consultants, developers and service providers in the development charges, administration, revenue forecasting, growth forecasting, financial policy and the Development Charges Bylaw functions.

QUALIFICATIONS

  • Master's Degree in Business Administration, Mathematics, Finance or Economics, or an approved equivalent combination of education and experience.
  • Minimum five (5) years financial experience in a large multidivisional organization including experience in policy development, financial analysis and forecasting as well as project management.
  • Demonstrated experience in writing analytical reports/studies including the ability to identify problems, analyze and interpret data, and make and defend policy recommendations from the results of studies.
  • Demonstrated progressive experience in policy development in a large multidivisional organization.
  • Demonstrated experience in the analysis, design and creation of complex computerized financial models, including experience with statistical software.
  • Knowledge of development charges, municipal revenue sources as well as a demonstrated ability to interpret and explain key municipalrelated provincial statutes and regulations such as the Municipal Act, the Development Charges Act.
  • Knowledge of Ontario's growth management framework, including ability to interpret and explain the implications of key statues and regulations such as the Planning Act and the Places to Grow Act, as well as key municipal policies such as the York Region Official Plan.
  • Knowledge of accounting and economics principles.
