Position Purpose:


The Specialist, Regulatory Affairs is responsible for the accurate and timely preparation of regulatory filings consistent with industry requirements and for the preparation of the load forecast.

This position is also responsible for the review and assessment of emerging regulatory issues and industry standards.


Key Responsibilities/Accountabilities:


  • Develops regulatory financial models and prepares financial analysis in support of regulatory strategy and filings
  • Interprets filing requirements and writes evidence in support of regulatory filings
  • Leads the creation and development of the load and revenue forecasting process for the organization's annual financial plan and reviews the output to ensure consistency and reasonableness of the forecast
  • Uses existing financial models and/or develops new financial models including econometric and statistical models for analysis and reporting
  • Provides variance analysis for load forecast actual to budget, forecast and year over year variances
  • Supports the preparation of the annual financial and business plans, financial statements and Board reports
  • Ensures that all regulatoryrelated accounting, policies and procedures are established and maintain compliance with OEB, IESO, Ministry of Energy, and Ministry of Finance laws, codes, and regulations
  • Reviews, processes and provides analysis of staff papers and decisions from the OEB and ensures that all regulatory accounting is completed in a timely manner, accurately and to the appropriate standard
  • Remains current with new initiatives from the OEB, the IESO, the Ministry of Energy and other organizations
  • Provides support and works cooperatively with other internal groups regarding industry initiatives and regulatory compliance
  • Supports the implementation of new or modified regulatoryrelated business processes including the creation of job aids and employee training
  • Researches, recommends and implements new or enhanced policies, procedures and processes to improve operational effectiveness
  • Ensures compliance with legislative, regulatory and Health & Safety policies, procedures and standards
  • Performs other duties as assigned

Qualifications, Knowledge, Skills and Competencies:


Education & Specialized Knowledge

  • Bachelor's degree in Business Administration, Finance, Economics, Accounting or a related discipline, or the equivalent related industry experience
  • CMA/CGA/CA/CPA designation preferred
  • Knowledge of regulatory and governmental requirements including: Retail Settlement Code, Distribution Settlement Code, Standard Supply Service Code, Affiliate Relationships Code, Transmission System Code (as necessary), Conditions of Service, Electricity Distribution Rate Handbook, Accounting Procedures Handbook, Market Rules, Electricity and Gas Inspection Act, Personal Information Protection and Electronic Documents Act, Municipal Freedom of Information and Protection of Privacy Act

Experience

  • Minimum 5 years' experience, preferably in finance and/or regulatory
  • Demonstrated experience building financial models and working with complex spreadsheets
  • Overall understanding of the various functions in a utility

Skills/Abilities/Competencies

  • Excellent problem solving skills including analytical, interpretive, evaluative and/or critical thinking
  • Excellent written and presentation skills, with the ability to organize and convey information in a compelling manner
  • Strong planning and prioritization skills to ensure multiple tasks are completed accurately and within established timelines
  • Must hold and maintain a valid class "G" driver's license
