Project overview:


  • The Ontario Line is a 15.6 km standalone rapid transit line that will connect the Ontario Science Centre to Exhibition / Ontario Place.
  • The OLS project, is one of the three P3 contracts to deliver the Ontario Line, it is a designbuild and finance contract for the 6 km southern portion of the Ontario Line, from Exhibition / Ontario Place to the Don Yard portal (west of Don River)
  • The scope of the Project includes the design, construction, and handover of all tunnels (twin tube of 6 km each), 7 stations (turnkey for 1 station at grade and 6 underground stations) and civil works

Position's Main Objectives:
Manage, support, and provide solutions to day-to-day operation of the project s payroll.


Reporting to:

CFO

Principal Accountability & Responsibility:


  • Responsible for preparing, collecting information, verifying it, and consolidating project s payroll (monthly/semimonthly/salary/hourly). This responsibility includes applicable federal, provincial and interprovincial legislation as well as Union agreements.
  • Oversee and process the expatriates payroll operations, including taxes; specifically, tax estimations (Grossup and Trueup).
  • Work with payroll/benefits providers to ensure compliance with all relevant legislative requirements (provincial, federal and nonresident regulations) as well as Union Collective Agreements.
  • Provide calculations and process benefits, gross to net payroll, retroactive pay, severance, vacation control and payment, overtime, shift differential, bonuses, and applicable deductions.
  • Handle all garnishments, deductions, and vacation/sick accruals.
  • Responsible for a wide range of reports requiring different levels of data analysis, including managerial, audit, and government mandatory reports (for example, provincial Employer tax).
  • Manage, operate, and maintain the payroll system, always taking into consideration data security and accuracy.
  • Support the HR Manager, the
    CFO and other managers in budgetary analysis and follow up.
  • Manage payroll team.
  • Perform other duties as requested by management
  • Experience with full cycle implementations of Payroll/Benefits/Time and Attendance Modules
  • Experience with taxes (Grossup/Trueup, hypothetical tax, Tax equalization and knowledge of shadow payroll) is a must
  • Practical knowledge of payroll regulations in various provinces across Canada

Key Skills and Knowledge:


  • Knowledge of the Canadian payroll applicable legislation and general rules (legal or sublegal).
  • Knowledge of Ontario payroll related specificities
  • Full command of English language required
  • Knowledge of complete payroll cycle as well as other finance related tasks
  • Ability to lead and take initiatives
  • Proactivity and detail orientation
  • Excellent skills in MS Office Word, Power Point, and Excel (pivot tables, Vlookup, graphs, etc.) and Payroll softwares
  • Certification: CPM (Canadian Payroll Management)

Education:

preference for Business, Accounting or Finance undergraduate degree or any other related discipline with Payroll Management Designation from the Canadian Payroll Association.


Experience:
minimum 5 years of payroll experience in multi-provincial jurisdictions with a minimum of 3 years of supervisory experience.
