Responsibilities:


PRIMARY PURPOSE


Supervises the day-to-day operational delivery of staff engaged in performing static and mobile security patrols, Crime Prevention and Fare Inspection duties, General Security Patrol and General Investigations duties of internal investigations of criminal incidents, offences and misconduct.

Develops and implements policies and procedures, training, interprets legislation and conducts risk assessments. Coordinates work records and shift schedules. Conducts security surveys and inspections of facilities and properties and develops risk assessment analyses.


KEY ACCOUNTABILITIES


Supervises and directs the work of work leaders and operational staff engaged in performing static and mobile security patrols, incident investigations, analysis and the protection of company properties including selection, training, motivation and performance management of employees and the maintenance of safe work practices.

Co-Chairs the departmental Safety Committee.


In conjunction with the Manager, supervises and conducts internal investigations of criminal incidents, offences and misconduct against personnel and property including evidence gathering, interviewing witnesses, preparing Crown documentation and reports.

Monitors absenteeism as well as investigating abuses of sick leave. Participates in the investigation of accidents and including WCB incidents, reviews policy infractions committed by employees

Develops, recommends and implements policies, rules and procedures, prepares site-specific instructions, and monitors compliance. Interprets legislation and conducts risk assessments.


Coordinates, implements and monitors duty rosters, work records, shift schedules payroll and sign-ups, reviews daily logs and reports and takes appropriate action.

In conjunction with the Manager, supervises and conducts security surveys and inspections of operational centres, facilities and properties. Develops risk assessment analyses, determines assets to be protected, prepares reports and recommends measures for protection

Participates in and adjudicates First Stage grievances, in employee disputes and grievances, and testifies at arbitrations when necessary. Administers discipline under the collective agreement including suspending or recommending termination of employees. Participates in the collective bargaining process by providing information and recommendations on various bargaining issues. Manages relationships with union representatives to identify and resolve continuing issues.

Participates in special projects and various committees. Writes and issues Bulletins as required.


Qualifications:


EDUCATION AND EXPERIENCE


The competencies for this position would typically be acquired through completion of a Licenced Security Worker with the Province including Advanced Security Training (AST).

Courses in industrial security; management, supervision and legal studies. Business Administration, which includes courses in Organizational Behaviour, Supervisory Skills, Interpersonal Skills, Labour Relations and Business Communication.

Requires a minimum 4 years of directly related, relevant experience in a Jurisdictional Police Agency, Security supervision/management environment. Must be a good communicator when interacting with a large mobile, non-union or unionized workforce.

Advanced written and verbal communication skills

Advanced decision making skills to respond, assess and react to a variety of operational and emergency situations

Sound analytical skills to be able to process a large volume of information from reports

Sound knowledge of standard office software plus software used onboard transit vehicles

May be required to work shifts outside the normal 8am to 4pm General Security Patrol and General Investigations officers
