The Chief, People, Culture and Diversity (CPCD), BC Emergency Health Services (BCEHS) reports to the Executive Vice President (EVP), BCEHS, is a member of the BCEHS Senior Leadership Team (SLT), and has executive-level strategic leadership responsibility for overseeing the programs and services in place to support BCEHS employees through leadership in health, wellness and safety, mental health, workplace culture, diversity, equity and inclusion, and employee recognition.

The CPCD implements an operations plan and management structure integrating service delivery and is accountable to direct, guide, and coordinate all aspects of the portfolio based on BCEHS's mandate.

The CPCD is a future-thinking change agent that communicates a clear vision, strategy and roadmap supporting BCEHS' mandate and the development of BCEHS-specific people and culture related programs.


What You'll Do:


This role sets the tone for the culture and "people philosophy" of BCEHS, and works in coordination and collaboration with the Senior Leadership Team of PHSA's People and Culture portfolio, providing leadership with key internal and external partners including senior leaders in BCEHS, PHSA as well as HEABC and provincial union representatives.

Negotiates and coordinates action plans with conflicting requirements; and ensures that the strategic goals, objectives and operational plans for the portfolio are carried out in an effective and efficient manner.


As a member of the BCEHS Senior Leadership Team (SLT), this position ensures that the strategic objectives and operational plans of the portfolio are carried out to provide coordinated and integrated delivery of services.

This position ensures the direction of the human, financial and material resources of the portfolio support the mandate and the mission, vision and values of BCEHS.

The CPCD carries out this role demonstrating the organization's core values of patients first, best value, results matter, excellence through knowledge, and open to possibilities.


Key Accountabilities:


  • Works as a member of the BCEHS SLT to further the mission, vision and values of the organization; to achieve a shared understanding of BCEHS's mandate and service plan and to translate into planning and actionable information for the portfolio; to diagnosis and ideate on specific organizational issues, systems and dynamics including integration and coordination of programs/services; and to deliberate on major dynamics or decisions that face the organization in order to surface perspectives, weigh options, instill BCEHS values, and enable one system of care. In collaboration with the EVP, develops and implements organizational strategic objectives.
  • Partnering with PHSA People and Culture, the portfolio that holds accountability for corporate HR services, develops and implements both short and longterm human resource strategies for BCEHS that are essential to accomplish the overall strategic direction, objectives and actions of BCEHS and its mandate. This involves planning, designing and executing HR services and programs that align with corporate HR services and support provincewide business strategies while ensuring the attraction, retention, development and motivation of employees. Develops the portfolio's annual operational business plan to align with the annual BCEHS Service Plan. Develops and implements an operational service plan including strategic initiatives and performance measures.
  • Fosters a culture of health, wellness, safety, diversity, equity and inclusion, learning, innovation and staff engagement within BCEHS by overseeing organizational design services, corporate culture change, engagement, and development.
  • Develops and maintains alliances and partnerships with partner organizations to ensure the seamless delivery of services. Resolves issues through negotiation and problem solving. Manages the competing demands of staff and other senior leaders, ministry leaders, health authority leaders, and political bodies with a focus on decision making which meets the best outcomes for the patient while providing value to the taxpayer.
  • Creates and leads an effective, functional workplace culture structure including areas such as DEI, Mental Health & Safety, Recognition and Development. Ensures BCEHS has appropriate linkages into other areas of the organization to support and enable leadership in delivering provincial service plans. Ensures a key focus on culture and engagement and employeefocused decision making.
