Major Responsibilities:

To provide consulting expertise in the provision of digital communication services and marketing to the Parks, Forestry and Recreation Division.


  • Implements social media tactics (organic and paid) that support promotion of seasonal and ongoing programs and services, including public education components.
  • Monitor impact of social media programs including analyzing, reviewing, reporting on trends, outcomes and effectiveness of initiatives in an effort to maximize results and regularly give feedback insights gained to related stakeholders.
  • Provides digital communications, research and marketing advice and consulting services to the division by assessing program needs, identifying target audiences, recommending, developing and implementing appropriate digital marketing & communications strategies, then evaluating the effectiveness of the communications.
  • Participates in business objective/strategy meetings, determining/assessing communications and marketing needs, designing appropriate communications strategies and plans to meet and align with business objectives/goals.
  • Develops and coordinates largescale digital communications and marketing project plans from conception to completion, ensuring goals, budget and timelines are achieved. This includes managing crossdivisional representation, and external communications for projects.
  • Evaluates effectiveness of digital communications and marketing initiatives by conducting and analyzing target audience feedback surveys, utilizing a range of measurement tools including social media analytics, webtrends, and conducting post project evaluations with project teams.
  • Recommends, develops and maintains the integrity of digital communications and marketing standards; shares information and best practices with divisional and corporate communications teams.
  • Identifies opportunities for integration of projects and initiatives to achieve maximum effectiveness by examining all ongoing digital communication projects and initiatives.
  • Develops, edits and approves communications products using a variety of digital media (i.e. news bulletins, advertisements, reports, news releases, backgrounders, factsheets, web sites/pages, newsletters telecommunications scripts, speaking notes and videos).
  • Provides editing and advice regarding digital and communications products prepared by clients, and by other service providers.

Key Qualifications:


  • Postsecondary education in communications, marketing, public relations, public affairs, journalism, or the approved equivalent combination of education and relevant experience in communications and marketing.
  • Extensive experience creating social media engagement using social media tools including Facebook, Instagram, Twitter, YouTube.
  • Experience in conducting background research, writing, editing, and designing social media posts/content, web content, and other digital communications and marketing materials.

You must also have:


  • Strong organizational skills with the ability to meet deadlines and assess priorities.
  • Good knowledge of municipal governance policies and issues including economic development and culture.
  • Handson team player adding value, the ability to balance multiple projects and priorities and provide instructional guidance to the team; a flexible and willing 'can do' attitude.
  • Highly independent with the ability to work within tight deadlines, adapt to change, prioritize competing issues and manage diverse projects.

  • Demonstrated ability in dealing effectively with political staff, diverse community stakeholders and senior management.
  • Welldeveloped strategic planning, analytical, problem solving and negotiation skills.
  • Excellent researching, communication and presentations writing, reviewing and editing skills with the ability to compose internal and external communication products utilizing diverse channels.
  • Ability to work evening and weekend shifts to support digital communications and marketing needs during PFR public programs and events.
