As the Ministry of Transportation and Infrastructure is responsible for the delivery of a number of programs that support infrastructure, air and rail policy, active transportation and accessibility, we are looking for a team member who is strategic, focused on leadership and motivated by the opportunity to create a positive impact.


The Clean Transportation and Programs Branch is responsible for the planning and delivery of programs that support climate action, active transportation and community resiliency.

This includes programs and policies that increase the safety and accessibility of many forms of transportation - active (cycling and pedestrian), infrastructure, aviation, and emission reduction in the marine, road, and trucking sectors.


The Director of Programs is accountable for the management of major transportation programs and initiatives, the development of strategic alliances, in support of the provincial strategic clean transportation goals and objectives.

This position provides direction for the research and analysis of highly complex and sensitive program and policy issues and is accountable for providing the Executive Director and senior Ministry officials with briefing materials, Requests for Legislation, Cabinet and Treasury Board submissions, and other substantial reports to support and guide Executive decision-making in these key areas related to transportation policy and legislation.

The Director of Programs is expected to support the Minister at Legislative Review Committee as well as Committee Stage on legislation.


Job Requirements:


  • Master's university degree in a relevant discipline such as social sciences, law, public administration or business administration or relevant experience.
  • Experience at a senior level leading projects of large scale and complexity that have multiple project delivery components.
  • Experience at a senior level leading and coaching multidisciplinary project management teams in the development and implementation of a diverse range of projects.
  • Experience at a senior level in strategic business planning; contract management; financial management; and leading multiparty interestbased negotiations.
  • Experience establishing collaborative relationships and leading organizational change associated with implementation.
  • Effective negotiation, facilitation, influencing, persuasion, conflict resolution and consensusbuilding skills. Exceptional analytical skills with a strong ability to think through range.
  • A minimum of five years' experience in the following:
  • Managing/leading major policy and ministry projects in a multi-project environment including assessing complex issues.
  • Developing options and recommendations for senior management and leading decisionmaking processes.
  • Working at a senior level preparing briefing notes, Cabinet submissions, Requests for Legislation, Treasury Board Submissions, status reports and other materials.
  • Minimum of 2 years' experience in developing complex policy, including the development of materials for introduction of Bills, briefing senior officials, supporting ministers at Legislative Review Committee and Committee stage in the debate of Bills.
  • Minimum two years of experience leading and motivating staff and/or teams.
  • An equivalent combination of education, training and experience may be considered.
